The United States Attorney's Office for the District of Columbia is distinct among United States Attorney's Offices due to the breadth and scale of its work. To qualify as a GS-13 Supervisory Human Resources Specialist, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience is defined as having the knowledge, skills, and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. Specialized Experience involved utilizing knowledge of, and skill in applying concepts, practices, laws, and regulations in employee relations, performance management, benefits, time and attendance, payroll administration, and electronic personnel processing. Examples of specialized experience: managing the performance management including performance ratings and incentive awards; advising and guiding managers and supervisors on developing and issuing performance appraisals; managing employee benefits programs including retirement, life insurance, health insurance and retirement savings; managing employee relations program including making recommendations and communicating with employees, supervisors and management to ensure the Human Resource programs, policies, requirements, and staff needs are being fulfilled; overseeing time and attendance to ensure leave processing is properly utilized and processed; directing and managing the processing of personnel actions, including personnel records management and data administration; monitoring and evaluating work assignments and performance; and providing on-the-job training. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If selected for this position, you will serve as the Supervisory Human Resource Specialist for Programs in the Human Resources Section, in the Administrative Division, in the United States Attorney's Office, District of Columbia. The incumbent will be responsible for providing comprehensive management advisory and technical services related to performance management, employee benefits and time and attendance. Typical work assignments will include: -Plans and directs work to be accomplished by the personnel programs staff in accordance with priorities, difficulty and requirements of assignments. -Explain work requirements, processes, methods, and procedures. -Educates employees on federal employee benefits, retirement and oversees the benefits program. -Oversees and manages the performance management program, including performance, incentive awards and beneficial suggestion programs, by educating and advising managers and supervisors. Responsibilities will increase and assignments will become more complex as your training and experience progress. As needed, additional positions may be filled using this announcement.
