Job Description:
This position is located in Rockville, MD within the Office of Human Resources. The incumbent serves as an expert for the IHS human resources and organizational activities in the classification program.

BASIC REQUIREMENT(S): Human Resources Management Series 0201 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience providing authoritative advice and guidance in managing effective human resources programs in the areas of classification, position management, and classification policy; researching and analyzing HR and classification principles, laws, policies, and procedures; conducting position audits and classification reviews, and writing policies and procedures. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Advises on difficult and sensitive IHS-wide and Area-wide classification issues. Supports and coordinates occupational reviews to ensure consistency and to address recruitment and retention problems. Analyzes requirements and issues, determines the impact of the agency's classification programs, explores alternatives, and recommends action to be taken. Oversees the development of or develops classification guides, model position descriptions, and guidance to improve program efficiency. Monitors the classification activities of IHS Area human resources offices through day-to-day contacts, visits, work review, and other evaluation activities. Evaluates the effectiveness of the classification program, provides ·advice and recommendations on performance improvement, and ensures that Area human resources staff have appropriate training in classification policies, procedures, and methodology. Serves as the classification appeals officer for IHS with responsibility for adjudicating classification appeals and FLSA complaints. Conducts position audits and prepares official report of findings which represents the final decision. Conducts training for IHS managers, supervisors, and employees on their rights and responsibilities in position classification and classification appeals. Provides comprehensive program assistance to ensure adherence to laws, Departmental policies, and good management practices. Represents OHR leadership in coordinating with IHS Areas and Headquarters staff to address IHS field issues and problems. Provides staff advice and technical assistance on a variety of human resources programs and policies (to Area Human Resources Officers, their key staff, and Area managers. Advice and assistance are developed independently or in coordination with other headquarters staff to ensure consistency with IHS, HHS, and Federal regulations and requirements.
