Job Description:
This position is located in the Office of Human Resources in Rockville, Maryland. The incumbent in this position serves as a functional lead for staffing, recruitment, and placement, with responsibility for administering staffing and recruitment initiatives and programs for the Indian Health Service.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Human Resources Management Series 0201 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience applying a wide range of recruitment/placement concepts, practices, laws, regulations, and policies (e.g., Delegated Examining, Merit Promotion, Non-Competitive authorities, and Excepted Service) to provide expert advice and guidance to management; drafting staffing policies, procedures, and guidance documents; and ensuring staffing and recruitment actions are carried out in compliance with applicable laws, regulations, policies, and procedures. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
Serve as an administrator of Indian Health Service staffing programs: Serve as an expert and lead for Federal staffing, recruitment, and placement programs for the Indian Health Service (IHS). These programs include Indian Preference; Preston Standards, Veterans Preference; Delegated Examining; Merit Promotion; Direct Hire; Excepted Service Examining Program; Indian Self-Determination (P.L. 93-638); hiring of IHS Scholars under the IHS Scholarship Program (P.L. 94-437); hiring of students through the Federal Pathways programs; and hiring authorities for persons with disabilities. Develop Staffing policies and guidance: Draft and finalize staffing, recruitment, and placement-related policy documents for inclusion in the IHS Manual. Develop, disseminate, and explain new standard operating procedures. Provide technical advice and guidance on staffing, recruitment, placement programs: Provide comprehensive analysis and advice on these programs to senior IHS leadership, Area Directors, IHS HR management, and managers/employees throughout the IHS. Respond to requests for advice and/or assistance from officials of Health and Human Services (HHS) or other Federal agencies; Congressional staff; and representatives from the private sector and the general public. Perform analytical studies and audits on staffing related activities/programs: Analyze and evaluate IHS staffing, recruitment, and placement programs. Collaborate with relevant IHS or HHS entities as necessary to complete evaluations of staffing programs. Identify problems, issues, and opportunities for improvement. Collect and analyze hiring data as necessary to formulate conclusions and recommendations and recommend adjustments and modifications to programs as necessary to improve performance.
