Job Description:

This position is located in Rockville, MD within the Office of Human Resources. The incumbent will develop and implement policies, guidance and strategies for IHS compensation programs to include recruitment, relocation, and retention incentives (3Rs), Title 38 physician and dentist pay (PDP), Title 38 and Title 5 special salary pay tables The incumbent reports to the Deputy Director, Office of Human Resources.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Human Resources Management Series 0201 (opm.gov) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing all of the following types of work and/or tasks: Experience applying compensation concepts, laws, regulations, and policies to advise customers and management; developing policies, procedures, and guidance documents; ensuring HR and/or compensation programs are managed in compliance with applicable laws, regulations, policies, and procedures. Qualifying Examples of Specialized Experience must include all of the following types of experience: Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Advisory/Consulting Services An authoritative subject matter expert providing advisory services on the evaluation, development and management of compensation management programs; specifically related to Title 5 and Title 38 compensation. Provides policy interpretations on interrelated program and policy issues that are sensitive, highly complex, visible, and controversial and/or involve more than one HR functional area. Policy Development and Guidance Develop and write compensation documents to include policies, delegations of authority, IHS circulars, special general memorandum, standard operating procedures, fact sheets, memorandum, and leadership briefings. Applies an in-depth understanding of compensation decisions and precedents to modify or establish new HR policies, and guidance. Program Evaluation Independently conducts and/or directs the conduct of surveys, studies, or evaluations relating to Title 5 and Title 38 compensation. Determines scope of project based on initial discussion with senior management officials. Manages the project to include data gathering, analysis, and report writing phases. Continually evaluates approval processes, taking into consideration HHS and OPM requirements, to develop more effective and efficient HR processes. Utilizes automated OHR systems, for recruitment and personnel processing as well as IHS and HHS databases, to fully support policy and program evaluation activities. Analyzes vacancy rates, turnover rates, compensation data and other pertinent information to compensation changes. Compensation Management Case Auditing Coordinate the review and submission of compensation cases for higher level review and approval in accordance with expected timeframes. Conduct, develop and analyze compensation cases including Title 38 PDP, 3Rs, and reemployed annuitant dual compensation waivers. Provide status information and/or operational guidance to customers on relevant processes and documents which need to be completed for a particular activity.
