Job Description:

You will serve as an Engineer/Scientist in the Maneuver, Surveillance, & Engagement Systems Division (JXW), Special Warfare & Expeditionary Systems Department (JX) of NAVAL SURFACE WARFARE CENTER. The ND-05 pay band encompasses positions equivalent to the GS-14/15. This position is part of the Warfare Centers Personnel Demonstration Project.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 Equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist researching and analyzing technical program requirements (e.g. Intelligence Surveillance Reconnaissance (ISR), Counter Unmanned Aircraft Systems (C-UAS), Over the Horizon targeting, ground mobility platforms) to develop and execute system engineering practices for ensuring proper technical rigor. You will serve as the principal technical lead for the Maneuver, Surveillance and Engagement Division.
You will ensure technical activities related to the Maneuver, Surveillance and Engagement Division Technical Capabilities are conducted with sound engineering practices and with proper controls and management.
You will act as the technical expert responsible for implementation of systems engineering practices across the Division to ensure proper technical rigor.
You will monitor the health of Maneuver, Surveillance and Engagement Division technical programs.
You will conduct regular reviews of Division technical programs to ensure that progress is aligned with adequate system engineering practices.
You will ensure NSWC Crane and Special Warfare and Expeditionary Systems Department engineering policies, instructions, and agreements are consistently implemented within the Maneuver, Surveillance and Engagement Division.
You will formulate and communicating Maneuver, Surveillance and Engagement Division technical priorities and strategy to meet NSWC Crane and Special Warfare and Expeditionary Systems Department strategies.
You will represent the division in external technical activities that address complex system acquisition, engineering, technical milestone review boards, risk management boards, and/or development improvement initiatives.
You will ensure that solutions to complex technical or programmatic issues are identified.
You will ensure that the division is consistently delivering the highest quality products/services using sound engineering practice and conducting technical reviews.
