Job Description:
This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief People Officer (OCPO), Talent Acquisition, Human Resources Recruitment and Staffing Division (HRRSD). The incumbent serves as subject matter/functional expert in all areas of staffing and recruitment and also coordinates with staff partners regarding position management and position classification.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Providing guidance to hiring officials on Recruitment, Staffing, and Placement Programs including special appointing authorities in the Competitive and Excepted Services. 2) Preparing job opportunity announcements for various positions to rate applicants and issue referral certificates and 3) Utilizing automated tools and processing guides to code personnel actions. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Providing advisory services and technical guidance to management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs. 2) Providing guidance to hiring officials on Recruitment, Staffing, and Placement Programs including special appointing authorities in the Competitive and Excepted Services. 3) Conducting job analysis to prepare job opportunity announcements for various positions to rate applicants and issue referral certificates and 4) Utilizing automated tools and processing guides to initiate and code personnel actions. DCPDS and USA Staffing experience preferred. Delegated Examining Certification preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Human Resources Specialist (Recruitment and Placement), GS-0201-12/13, your typical work assignments may include the following: Provides the full range of HR advisory services and technical guidance to senior management officials on federal laws, regulations, policies, and procedures governing Human Resources Programs. Provides technical guidance, comprehensive advice and solutions to managers and supervisors on a variety of human resources management areas. Researches OPM directives and regulations, United States Code of Federal Regulations, new legislation, and various court decisions and recommends courses of action to resolve complex HR problems or issues. Collaborates with hiring managers to develop job analysis, review position descriptions, review OPM qualification standards, and determine rating criteria for various types of recruitment actions. Oversees the coding and processing of personnel actions in accordance with the OPM Guide to Processing Personnel Action within DCPDS. Manages on-boarding process of new hires and facilitates New Employee Orientation. Provides support in administering payroll and benefits tasks for new and existing employees. Prepares and presents reports and briefings on assigned components status and/or recommended actions to appropriate individuals. Within USA Staffing, determines eligibility and qualifications, facilitates rating processes, prepares recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates. The difference in the grade levels is the Knowledge required and Complexity of assignments. If filled at the GS-12, there is not a non-competitive promotion career ladder to the GS13 level.
