The ideal candidate for this position will have advanced knowledge of and experience with project management for technical or environmental compliance programs, has a proven track record of leadership, and strong analytic and communication skills. Knowledge of and experience with the National Flood Insurance Program (NFIP) is strongly preferred.
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement. To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Serving as a team lead for highly complex and controversial projects; and Coordinating and managing multiple projects within an organization, institution, agency, or large company; and Applying policies and procedures related to floodplain regulations or other compliance requirements to evaluate complex projects and provide expert guidance in support of program goals. What will I do in this position if hired? In this position, you will serve as the Region 9 National Flood Insurance Program (NFIP) Endangered Species Act Lead, overseeing the Region's Endangered Species Act (ESA) compliance program related to FEMA's implementation of the NFIP. Duties and responsibilities include: Overseeing all aspects of project management for the development of environmental compliance documentation and implementation and integration of compliance activities into local floodplain management programs. Applying principles of project management from the beginning of employment to fulfill the requirements of the position. Advising the FEMA Region 9 leadership team on ESA compliance in relation to the NFIP through regular reporting and preparing and delivering senior leadership briefings. Defending agency positions effectively through written and oral means by leading meetings, developing leadership briefings, and maintaining close relationships with stakeholders at the Federal, State and local levels. Coordinating input from multiple internal and external stakeholder groups with competing viewpoints into a comprehensive compliance approach. Directing, coordinating, and overseeing subordinate personnel and contractors to ensure the successful completion of all project tasks with aggressive deadlines. What else do I need to know? Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
