Job Description:
This position is located in the Department of State’s Office of Foreign Missions (OFM), which is responsible for implementing the requirements of the Foreign Missions Act of 1982 (22 U.S.C. 4301-4316, as amended).
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying analytical and evaluative techniques to issues or studies involving the efficiency and effectiveness of program operations. Experience applying administrative concepts to facilitate timely and efficient communications and coordination between offices and/or other agencies. There is no substitute of education for specialized experience for the GS-12 position. To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.
Serves as a central point of contact and liaison for OFM’s front office officials.
Provides policy guidance and direction in the coordination and preparation of reports, position papers, briefings, action memoranda, Congressional testimony, speeches, talking points.
Tracks and monitors the status of memoranda/ correspondence; advises bureau personnel of overdue items, upcoming deadlines, and priority of issues.
Coordinates executive conferences, Congressional hearings, meetings, and speaking engagements with high-level officials.
Drafts a variety of written correspondence.
