Job Description:
This position is with the Office of Information Technology (OIT), Division of Program Management and Budget (DPMB). The purpose of this position is to serve as a Senior Information Technology Project Manager and technical expert for evaluating, developing, implementing, and managing the Capital Planning and Investment Control (CPIC) program. The incumbent reports to the DPMB Director or designee.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS GS-14: One (1) year of specialized experience equivalent to at least the GS-13 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Manage one or more agency information technology portfolios to ensure compliance with Clinger-Cohen Act (CCA) and Federal Information Technology Acquisition Reform Act (FITARA) requirements. Categorize information technology acquisitions by Technical Business Management (TBM) Council cost pools and information technology towers for reporting up to the Office of Management and Budget (OMB). Conduct information technology investment operational analysis to ensure investments continue to satisfy ongoing business requirements. NOTE: You must meet all examples of specialized experience listed above. SELECTIVE FACTOR This position requires the following active/current certifications: Federal Acquisition Certification Program and Project Management, Senior Level (FAC-P/PM, SR Level). Federal Acquisition Certification Contracting Officer's Representative, Level III (FAC-COR, Level III). NOTE: Proof of certifications must be submitted with your application package. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Develop and implement I/T governance policies. Plan and implement long-range program goals, objectives, milestones, and measurement criteria for the Indian Health Service (IHS) CPIC program. Define problems to be studied and determine the scope of work required to yield effective results. Set and adjust short-term priorities and prepare schedules for completion of work. Assign work to subordinates based on priorities. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Develop performance standards. Recommend awards or bonuses for personnel and changes in position classification, subject to approval by higher-level officials/supervisors. Promote team building and improve business practices. Program and Project Management Responsibilities Serve as Senior Program and Project Manager, IHS technical authority, and manager of the IHS CPIC program. Advise, counsel, and instruct team members on work matters. Assess policy needs and develop policies to govern I/T activities. Provide policy guidance to I/T management, staff, and customers. Participate in preparing annual I/T budgets. Manage IHS I/T investment portfolios. Establish metrics to measure and evaluate system performance and total costs of ownership. Conduct audits on I/T programs and projects. Ensure rigorous application of information security/information assurance policies, principles, and practices in planning and management services. Consult with customers and IHS management about requirements.
