You will serve as an ENGINEER/SCIENTIST in the Global Deterrence Defense Department (GX), Program Management Division (GXL) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. You will serve ad Office Secretary Defense (OSD) Innovation, Capability and Modernization (ICAM) System Engineering Field Activity (SEFA) Deputy Program Manager (DPM) for Kinetics Capabilities (KC).
You will develop investment strategies in support of Executive Order 14017 for the defense industrial base kinetics capability sector totaling more than $500M over the FYDP.
You will leverage DoD Research Labs (ARL, AFRL, NRL, MDA) and Department of Energy (DoE) Research Labs Subject Matter Experts to execute Industrial Base Analysis and Sustainment (IBAS) Program KC Sector investments.
You will utilize the IBAS Authorities to onshore critical technologies as identified in Executive Order 14017 in accordance with the national Defense Industrial Strategy.
You will develop Presidential Objective Memorandum/Budget Formulation planning and documentation in coordination with other OSD Offices, DoD Agencies and Military Services through the Future Years Defense Program (FYDP) for the KC Sector.
You will provide the ICAM SEFA Financial Team budgetary planning data to support the execution of funding disbursements to supporting OSD, DoD Agencies and Military Services, National Laboratories and Academia.
You will support the OSD ICAM Office within the Office of the Assistant Secretary of Defense for Industrial Base Policy (ASD(IBP)).
