Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Sector Intelligence Unit, Targeting & Analysis Branch, located in Grand Forks, ND.
Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Creating intelligence reports based on extrapolated data, research and analysis. Utilizing law enforcement databases, video/remote sensor data and geospatial information to collect and analyze tactical intelligence to produce reports. Collecting and analyzing tactical intelligence to produce reports impacting real time enforcement operations within the Agency and with other law enforcement agencies. Directing and advising responding law enforcement officers using information derived from law enforcement information systems. You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing tactical surveillance video and imagery in conjunction with sensor alerts and other resources to detect and identify threats and incursions. Preparing forensic evidence (audio and video) for court, establishing chain of custody, and testifying in court on behalf of the government explaining information conveyed to the field on surveillance activity, sensor alarms and database searches. Gathering and analyzing data collected through numerous databases to ensure a proper status determination is quickly and accurately made. Identifying and reporting criminal history information, federal/state/local warrants, and driver's license information. Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. GS-09: Successful completion of two or more years of full-time graduate education or a Master's (or higher) degree from an accredited college or university or an LL.B. or J.D. may substitute for the experience required at this level. Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grades GS-9. This position uses your knowledge and experience providing multi-faceted analysis products including reports and real-time communications in support of intelligence and law enforcement operations. This position starts at a salary of $49,960.00 (GS-07, Step 1) to $79,443.00 (GS-09, Step 10). As a Law Enforcement Information Systems Specialist (LEISS), you will become a key team member of Homeland Security administrative professionals. Typical work assignments include: Communicating via radio with field agents. Creating intelligence reports based on extrapolated data, research, and analysis and interpreting and implementing immigration law, video surveillance and database analysis. Conducting data mining and analyzing information by utilizing national databases to determine identity, alienage and removability of individuals in accordance with Immigration laws, rules, and regulations. Analyzing tactical surveillance video and imagery in conjunction with sensor alerts and other resources to detect and identify threats and incursions entering the U.S. and relay that information to agents in real time. Researching, analyzing, developing, and reporting on a variety of investigative and intelligence information to support ongoing investigations.
