THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Theater Aviation Sustainment Maintenance Group (TASMG), Groton, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTARNG. Area 2: All currently employed full-time temporary technician personnel (Tenure 0) and all current traditional members of the CTARNG.
MANDATORY QUALIFICATION REQUIREMENTS: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate's possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: Experience in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facility; or, Air National Guard Wing/ Operations Group. Experience in piloting and instructing pilot skills in one or more of the following main- frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Experience in reading and applying mission tasks, intelligence reports, and weather information. Experience in supervising and/or conducting mission planning, mission preparations, filing of flight plans, and conducting crew briefings. Experience in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experience in operating aircraft controls and equipment. Experience in performing or supervising the work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, or reconnaissance. Experience in conducting or supervising crew member training on simple to complex mission specific tasks. Experience in developing plans and policies, monitoring operations, and advising commanders. Experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. Experience in instructing others in piloting specific air-frame/military aircraft. Experience demonstrating the competence to complete various piloting administrative tasks performed in support of Army National Guard aviation programs. Experience demonstrating the skill to instruct others to pilot military aircraft on a regular and recurring basis. Experience in aviation unit quality control management programs. Experience in the unit flying, explosive, and ground safety programs in accordance with Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration directives. Experience in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. Experience in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. Experience in one or more missions such as, air-to-air; air-to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting. Experience in piloting manned or unmanned aircraft. Experience in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed. Experience in using aircraft instrumentation and aircraft mounted video cameras. Experience in visual flight- rule type flying and aircraft instrument flying. Experience in flying simulated "real world" combat and non-combat missions and terrain. Experience in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace. Experience in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army or United States Air Force, and gaining commands. Experience in working independently to plan and perform work assignments. Experience in completing safe and efficient mission accomplishments through the use of Operational Risk Management. Experience performing aviation duties such as, cancelling flying activities, diverting aircraft, dictating mission requirements, approving specific activities, coordinating for airport or airspace utilization with FAA, or directing emergency actions that involved unit support agencies. Experience in using applicable Air aviation regulations, policies, requirements and standards, skills and practices; and, the application of instructional techniques to the training of other pilots in the Army National Guard flying facilities. Experience in conducting particular missions and flying specific main- frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions. Experience in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and Federal Aviation Administration certification requirements. Experience in reviewing and complying with applicable service flight publications and directives for accuracy and currency. Experience on weaponry and combat or non-combat tactics for applicable military aircraft. Experience with wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments. KNOWLEDGE, SKILLS AND ABILITIES: Ability to instruct or evaluate student pilots in advanced instrument technique; to provide combat training to rated pilots in the operation of a variety of advanced military aircraft; to instruct fixed wing pilots in methods of instruction and evaluate their proficiency to engage in flight instruction; to instruct and evaluate test pilots, to perform special projects involving a comparable responsibility and skill; or combinations of these assignments. Ability to fly twin-engine or multiengine aircraft equipped with electronic devices used to inspect air navigational facilities, and to evaluate the safety and practicability of terminal and enroute flight procedures. Ability to fly heavy multiengine airplanes on extended flights, with responsibility for transporting passengers and/or cargo to and from a wide variety of domestic and foreign points. Ability to test aircraft with substantially modified systems. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Appointment): Officer: O2 through O3 UNIT OF ASSIGNMENT: Any aviation unit within the state SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
JOB SUMMARY: The purpose of this position is to serve as the supervisor of either the Production Control (PC), Maintenance, or Quality Control (QC) divisions within an AVCRAD. The incumbent is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Directs work operation involving subordinate employees. Responsible for piloting rotary wing aircraft, will participate in performance of test flights and transportation of aircraft to or from the TASMG/AVCRAD. Communicates and coordinates items of interest and potential adverse impact at the highest levels of national, state, and local leadership. Manages multiple maintenance sections through subordinate second level supervisors and determines programs and processes for the execution of TASMG/AVCRAD maintenance programs. Responsible for the overall aircraft maintenance and component repair sections performance and availability. Manages the frequent use of contact teams for maintenance and training of personnel throughout the support region and country as needed.
