About the Position: This position is located at Irwin Army Community Hospital located in Fort Riley Kansas. This is a Direct Hire Solicitation. Recruitment or relocation incentives MAY be authorized for highly qualified candidates. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Specialized Experience: One year of specialized experience which includes providing technical assistance to managers on matters related to budget and expenditure of funds; proposing alternative methods of financing unfunded requirements; and preparing monthly reports covering status of funds.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Develop budget policy and guidance, budget formulation, budget execution, and providing financial advisory services to the organization.
Serve as the technical authority and consultant to the head of the organization and local managers on all budget and cost analysis activities.
Provide instructions, planning factors, cost analysis, and budget policy guidance to local managers for developing various organizational and substantive program budgets.
Review and analyze budget submissions including budgetary goals, timetables, milestones, and criteria for assessing program cost-effectiveness.
Evaluate the effect of cost and program changes on the budget execution process.
Carry out delegated personnel management responsibilities of staff working within the Resource Management Division.
