Job Description:
You will serve as a Supervisory Administrative/Technical Specialist in the Business Directorate Financial Management Branch of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-04 (GS-11/12 equivalency) or pay band in the federal service or equivalent experience in the private or public sector analyzing and evaluating financial program resource requirements to develop and monitor budget execution and resolve financial planning issues ensuring the efficiency of an organization's business operations. You will be in the Business Directorate Financial Branch responsible for all department program financial planning and execution oversight.
You will develop of performance plans, evaluation of work performance, compensation management, interviewing and hiring, time and attendance approval.
You will provide high level resource and budget analysis to support the Business Directorate's stakeholders.
You will provide guidance to Customer Advocates, Department Management, and line Management regarding financial metrics, proper execution of overhead and direct budgets, formulation of out year budgets, and proper tracking of financial data.
You will mentor, trains, and coaches other Program Analysts to improve their knowledge of financial execution and tracking to professionalize the workforce.
You will provide financial management guidance and policy for development and execution of budget, both overhead and direct.
You will monitor, analyze, and validate planning data and funding execution from varying sources such as Enterprise Warehouse Data (EDW). Work Assignment Website (WAW), ERP Cost Planning Data and Technical Capability Health Assessments (TCHA).
You will analyze Navy Civilian Activity and Technical Program Financial data to identify and resolve problems and issues.
You will identify manpower, budgetary and major-resource problems, and to develop, recommend and advise on alternative solutions involving the resolution of conflicting goals and objectives.
You will be resolving grievances, taking disciplinary actions, and providing development and training for employees.
