About the Position: This position is located at the Desmond T. Doss Health Clinic located in Schofield Barracks, Hawaii. Functions of the Supervisory Health System Specialist include being the primary administrative point of contact for budget, civilian personnel, purchasing and contracting, resource management, logistics, equipment, travel, and information management, and providing administrative and management support to the clinic Group Practice Manager (Health System Administrator).

Specialized Experience: One year of specialized experience which includes providing, analyzing, or coordinating administrative activities for a clinic; utilizing statistical data to analyze objective performance measures such as enrollment, patient satisfaction, quality measures, access, or productivity; and supervising employees in an inpatient or outpatient setting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Health Systems Analysis Healthcare Operations Administration Managing Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Plan, direct, analyze, and coordinate administrative activities within the clinic as directed by Group Practice Manager.
Establish operating policies to implement administrative management and personnel matters.
Develop plan, and program to initiate, manage, control and assess the impact of new and on-going services.
Provide budget and accounting expertise and support to interpret financial information and applies accounting concepts to analyze data.
Prepare a variety of monthly reports covering status of funds, expenses, and obligations.
Conduct management studies, including cost effectiveness, organizational structure, and equipment utilization.
Perform management analyses for special projects, such as budget formulation and execution, automation management, civilian personnel issues, procurement planning, resource management, and organizational efficiency.
