Job Description:

This position is located in the Professional Learning and Outreach Initiatives Office (PLOI) in the Center for Learning, Literacy and Engagement (CLLE). The salary range indicated reflects the basic pay adjustment of the Washington, D.C. metropolitan area. This is a non-supervisory, bargaining unit position. The tour of duty for this position is full-time. The position description number for this position is 079889.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of K-16 educational curriculum, practices, and standards.** Ability to communicate in writing to support K-16 educational trainings, programs, and/or projects.** Ability to develop and manage an educational training program.** Ability to interact collaboratively with others.** Ability to apply new and emerging technologies to the development and delivery of educational projects and/or programs. Ability to communicate effectively other than in writing.
Coordinates educational program efforts for the most difficult programs or projects that have unusually demanding social, economic, cultural, governmental, and political conditions of major impact to the Library of Congress’ educational outreach program. Plans, conducts and/or participates in national and regional meetings, workshops, seminars and conferences for the purpose of gaining support of and advancing national and regional objectives in education program/project areas. Utilizes multiple instruction methods and technologies for program dissemination. Plans, develops, and implements multidisciplinary teaching materials for a broad range of educational programs that are non-standardized or where special problems exists. Assesses program content, and instructional materials to coordinate the development of products in support of education standards. Provides support in the redesign or update of teaching materials to accommodate special needs for classroom instruction. Evaluates and assesses the effectiveness and efficiency of the K-16 instructional programs for the Library of Congress. Coordinates evaluation and quality control measures. Recommends new and revised training programs and initiatives, and alternative solutions to identified problem areas. Provides leadership, advice, and guidance at the national or regional level. Researches changes or new developments in the technology or educational field affecting specific specialist area and program operations. Develops advanced plans to ensure timely introduction of new or revised procedures, techniques, or operational concepts into the training program. Develops and introduces new program objectives, goals, systems, and concepts. Also coordinates and evaluates overall educational program activities and the implementation of basic national guidelines, for a significant organizational segment of an agency. Maintains established professional contacts with leading practitioners, researchers, and others in education and training institutions, research organizations and industry with whom the Library works on educational outreach training initiatives. Serves as a national authority in the development and implementation of major educational programs/projects of national scope (affecting sizable populations in multiples states/locations, with large and complex issues and problems) which are designed to meet specialized educational needs. Provides advice and guidance on program issues that involve major areas of uncertainty in methodology, and which have national impact. In collaboration with Library of Congress content experts and with educational outreach partners recommends short- and long-range planning guidance in accordance with broad program policies and objectives. Prepares guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Performs other duties as assigned.
