Job Description:

This position is assigned to the Family Readiness Division; Fleet and Family Support Program (FFSP) Section; Navy Region Southwest (NRSW). The mission of the FFSP is to provide information and referral, education and training, primary prevention, counseling and advocacy to facilitate achieving operational readiness and personal and family self-sufficiency.
Professional knowledge gained through extensive education related to Marriage and Family Therapy Education or Social Work Education or Counseling and Related Education or Clinical or Counseling Psychology. Mastery knowledge of the military lifestyle that furnishes the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high-stress working environments that have an extensive impact on individuals and their families Ability to advise installation managers and commanding officers on complex and sensitive issues. Ability to present sensitive, and at times, controversial information to groups of people in a clear, concise manner. Ability to direct and coordinate the work of professional employees. Mastery knowledge of pertinent laws, policies and regulations pertaining to the FAP and the process used to effect change to the FAP. Knowledge of federal, state, and local human service programs, policies and directives. Skill to communicate effectively both orally and in writing. Ability to modify programs to meet the ever changing needs of the active duty military community. Ability to recognize, identify and assess mental disorders per the current version of the Diagnostic and Statistical Manual of Mental Disorders. Understanding of, and ability to apply various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies. Knowledge of group dynamics. Mastery knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning, and family violence treatment principles for victims and offenders. Knowledge in the areas of family systems, particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency. Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions. Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues. Ability to communicate orally to interview alleged offenders and victims; maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; prepare documentation for presentation at the IDC and participate in case discussions regarding assessment; prepare presentations; and exercise strong facilitation skills for individual and group counseling. Ability to communicate in writing, develop case management memos, correspondence, and reports; document psycho-social assessments, treatment plans, and IDC reports; develop lesson plans for briefing and classroom presentations. Mastery knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and facilitate work assignments. Knowledge of the Navy and DOD information systems used to document and account for FAP requirements and services provided.
SUPERVISION (60%) The incumbent directly supervises GS-12 government FAP Clinical Case Managers and FAP Counselors for Children, GS-11 government FAP Victim Advocates and/or New Parent Support Home Visitors, and GS-11 FAP Educators. Government positions may be NAF at the equivalent grade level indicated. When New Parent Support Home Visitor positions are contracted, the incumbent provides oversight of the work performed to ensure compliance with contract requirements, program standards and the quality of service delivery. Organizes, sets, and monitors workflow of FAP. Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary; conducts performance evaluations of staff. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Approves and authorizes leave and timecards. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Initiates classification, reclassification, and recruitment actions, and tracks personnel actions to ensure timely completion. Interviews and is selecting official for the FAP. Assures equity in recommending and determining selections, assignments, training and promotions, discipline and awards to employees. Identifies employee benefits, services, and work related activities. Ensures subordinates are aware of and participate in team planning and play integral roles in developing final team products. Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures. Institutes risk management procedures to include routine Ongoing Professional Practice Evaluation and Focused Professional Practice Evaluation, in consultation with Regional Counseling and Advocacy Program (CAP) staff, when a clinical provider exhibits negative quality assurance or risk management trends. Promptly notifies regional CAP staff of clinical provider incompetence, impairment or allegations of professional misconduct by subordinate FAP clinicians. Directs through subordinate federal employees all activities related to FAP. Provides government oversight of contract deliverables within the FAP. Plans, assigns, and directs specific work through direct contact with staff members and through regularly scheduled meetings. Assures optimum management of activities through a continuous review of accomplishments against established objectives. Reviews and evaluates the FAP program areas to improve existing programs and to offset negative trends. PROGRAM MANAGEMENT (40%) Responsible for oversight of all aspects of the FAP to include case management, clinical intervention, victim advocacy, prevention/education, and home visitation services. Responsible for ensuring FAP compliance and adherence to FAP certification standards. Identifies gaps in existing services and provides results and program recommendations to the FFSC Site Director and/or Regional Quality Assurance Program Coordinator or Regional Counseling and Advocacy Program Coordinator. Serves on committees and a point-of-contact (POC} for child and spouse abuse specific programs and initiatives as deemed appropriate by the Site Manager. Promotes activity related to community collaboration and serves on action groups. Liaisons with court services units. Performs specific duties as required by Department of Defense (DoD), Office of the Chief of Naval Operations (CNO), Secretary of the Navy (SECNAV), Bureau of Medicine and Surgery (BUMED), Department of Health Affairs (DHA) and all FAP instructions and standards. Serves as the Family Advocacy Representative (FAR) coordinating and attending various meetings and committees. Coordinates installation Incident Determination Committee (IDC) Meetings. Chairs the Installation FAP Clinical Case Staffing Committee (CCSM). Coordinates the Quarterly Installation Family Advocacy Committee (FAC) meetings and ensures membership and training requirements are met. Completes quarterly quality assurance reports, analyzes trends and outcomes. Assures all FAP certification standards meet compliance. Collaborates with other FFSC clinical providers and supervisors to ensure a coordinated approach to FFSP clinical service delivery. Monitors Centralized Scheduling statistics, provider productivity and caseload distribution. Ensures complete and accurate FAP incident data is forwarded to the Navy Central Registry. Ensures procedures for 24-hour access to FAP victim advocacy and other crisis services are in place. Oversees the quality, completeness, and timeliness of FAP fatality notification requirements. Performs other duties as assigned.
