Job Description:
This position providing advice to the Area Director on administrative activities, leadership and oversight of all operating systems that support the Area Office, and administrative support of the outlying facilities including Finance, Acquisitions, Information Technology, Purchased/Referred Care, HIM/Data requirements and oversight of third-party revenue processes.

BASIC REQUIREMENT(S): Individual Occupational Requirement: An Undergraduate and Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration is determined to be essential to successfully perform the duties and responsibilities of this position. Applicants who do not meet this requirement are ineligible for further consideration. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least to the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Performed in an operating health care facility or higher organizational echelon with advisory or directional authority over such facilities. The work involved close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Possess management ability to delegate authority, evaluate, and oversee people and program, recognize and adapt to changing priorities. Knowledge of the interrelationship and interdependence among various medical and administrative services and programs. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
Advises the Area Director and may represent him in meetings and contacts with other Federal, State, and Tribal Agencies. Provides oversight of administrative areas which include, Acquisitions Management Financial Management, Human Resources, Information Technology, Third Party Revenue and Purchased/Referred Care, and Health Information Management (HIM) Data functions. Reviews and determines management priorities are being met and ascertains if government resources are protected against fraud, waste, abuse, mismanagement, unauthorized use and/or misappropriation. Makes periodic and comprehensive evaluation of program support goals and objectives and oversees necessary changes in administrative processes. Develops and manages the annul area office budgets, and provides oversight in the development of budgets, distribution of funds and utilization of resources for each service unit. Develops and implements programs, policies and procedures to ensure implementation of EEO, Merit Promotion plan, position management, career development plans, performance appraisals, counseling services and other programs. Reviews the management of internal operations and activities in terms of organizational structure and functional operation, utilization of resources and effectiveness in meeting program objectives and sound application of basic management practices.
