This vacancy is for a GS-0201-14, Human Resources Specialist located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN WORKFORCE MANAGEMENT.
To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Experience serving as an authoritative expert applying compensation concepts, data and cost analyses, regulatory policies to advise management and guide development of compensation programs; AND; Experience managing the development, vetting and approval of compensation policies, procedures, and guidance documents; AND; Experience performing oversight responsibilities to ensure compensation programs are managed in compliance with applicable laws, regulations, policies, and procedures; AND; Demonstrating Expert knowledge of position classification law, theories, principles, and practices with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as an Human Resources Specialist and be responsible for designing, developing, implementing and assessing new and innovative customer-focused HR programs, policies and initiatives in the areas of compensation including Title 38 Physician Pay and Title 5 U.S. Coast Guard Academy Faculty Pay, classification including appeals, and debt waivers . Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Develops customer-focused HR policies in the areas of compensation, classification, and debt waivers. Calculates and processes Reservist Differential pay, Living Quarters Allowance and Cost of Living for overseas employees. Monitors annual pay cap and processes waiver requests. Review existing proposed legislative and regulatory requirements to determine impact on Human Resources programs.
