Job Description:

The incumbent is assigned to the Office of the National Cyber Director (ONCD) and serves as the Executive Secretary to the National Cyber Director (NCD) reporting to the Chief of Staff. The incumbent has responsibility for the day-to-day management of administrative operations of the Agency, administrative and/or program work, and planning and organizing special projects, as well as researching material for briefings, presentations and speeches.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to 1) utilizing various administrative and management techniques to develop management control systems, enhance processes, and evaluate program effectiveness 2) applying knowledge of document security protocols to safeguard sensitive information, 3) planning and organizational skills to manage multiple tasks that require a high degree of discretion and sound judgment, and 4) creating tables, graphs, charts, and PowerPoint presentations, as well as drafting correspondence and briefings from multiple sources. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Executive Secretary, GS-0301-11, your typical work assignments may include the following: Oversees the review and management of staff documents to ensure timely submission to the NCD. Prepares reports and summaries of late letters for ONCD staff to facilitate prompt responses to NCD communications. Engages in strategic meetings with Senior Staff, contributing insights on procedural and substantive matters. Coordinates ONCD office activities on designated projects as directed by the Chief of Staff or NCD. Conducts regular assessments of the office's administrative management, workflow, and evolving requirements. Performs the full range of first-line supervisory duties and responsibilities.
