Job Description:

The Syracuse VA Medical Center is hiring for a Supervisory Health Systems Specialist Group Practice Manager (GPM) GS-13, working to provide oversight and administrative management to all ambulatory care services medical centers and/or related Community Based Outpatient Clinics in an effort to improve access to care as applicable.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR) Undergraduate and Graduate Education: Major study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, You may qualify based on your experience as described below: Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition, at the GS-13 grade level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership with resource management, data management (including data validation and analysis), operational planning, space, construction and renovation activities, position management of clinical outpatient support staff, and equipment management. There is no educational substitution for the GS-13 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major duties include but are not limited to: Supervisor Duty (25%) Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff. Provides direct oversight of Assistant Group Practice Managers (AGPM) and Program Application Specialists. Independently identifies problems and initiates solutions. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Assures that subordinates are trained and fully comply with all regulations. Direction and Long Range Planning (25%) Knowledge of administrative systems including general systems, programs and practices. Knowledgeable of how these principles and practices relate to the unique characteristics and needs of ambulatory care patients, providers, the clinical team, and support staff. Provides expert administrative input and participates in the planning process to improve care delivery by taking the initiative to identify needs and potential issues/concerns. Participates in the formative stages of ambulatory care managerial planning to assure an awareness of medical administrative issues and implementation of process changes. Budget Guidance and Approval (15%) Works closely with upper management in formulating budget recommendations for the clinical services. Provides leadership and guidance in determining the resource needs and adjusting resource allocations as dictated by a change in program needs. Develops and implements systems and procedures for improving cost-effectiveness and productivity. Performs Office- Program Planning Work (15%) Provides overall administrative direction for ambulatory care clinical support services in conjunction with top management. Superior knowledge with policies and requirement for ambulatory care clinical support and administrative services. Utilizes customer feedback to improve systems. Lead managers in implementing actions designed to improve operations or resources, provide expert advice and technical assistance to top management in a wide variety of areas. Quality/ Productivity Goals (10%) Promotes employee engagement and enhances morale, while maintaining effective relationships with all levels of clinical and administrative staff. Due Process/Performs Liaison, Communications (10%) Act as a liaison or point person for communications with persons and/or groups internal or external. Represent management at labor management meetings as directed. Resolve conflicts or problems that may arise with employees and assure management officials are familiar with the negotiated agreement between parties.
