Job Description:
Serves as a non-uniformed Physical Security Specialist providing services on behalf of the Chalmers P Wylie Veterans Outpatient Clinic including assisting in managing the Security Program for the Medical Center/Health Care System which ensures that individuals requiring access have been vetted.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: 1 full year of graduate level education OR, Superior academic achievement, if related to the position. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The Incumbent must: have knowledge of, and skill of criteria, equipment, and techniques of VA security administration and programs to resolve well-defined questions and conditions that commonly arise in the course of day-to-day program activities, the interrelationship of personnel, information, industrial, automation, counterterrorism, and VIP visit security program areas to assist senior level Physical Security Specialist in the development of physical plans and procedures, interrelationship of personnel, information, industrial, automation, counterterrorism, and VIP visit security program areas to assist senior level Physical Security Specialist in the development of physical plans and procedures, industrial security to establish and monitor physical security procedures for contractors in compliance with VA regulations and negotiated security agreements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Master's or equivalent graduate degree OR, 2 full years of progressively higher-level graduate education leading to such a degree OR,LL.B. or J.D., if related to the position. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors. 1273Serves as a non-uniformed Physical Security Specialist providing services on behalf of the VHA, PCS, including assisting in managing the Security Program for the Medical Center/Health Care System which ensures that individuals requiring access have been vetted. Provides physical security support for Veterans Health Administration, Veterans Benefits Administration, National Cemetery Administration and Veterans Administration Regional Office (VHA/VBA/NCA/VARO). Assist in evaluating risk and developing procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft. Participates with senior-level Physical Security Specialist and provides suggestions to the Chief of Police regarding matters pertaining to security systems and security of other VA/VHA/NCA/VARO assets. Serves on focused groups regarding physical security policy, doctrine, utility and implementation. Provides input in discussions and drafts changes for higher leadership's review and approval. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
