Job Description:

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Managed Care Group (MCG). As a Supervisory Health Insurance Specialist, GS-0107-14, you will serve as a manager providing oversight to teams completing projects for program management of the Managed Care Group.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical assistance on Medicaid and CHIP programmatic issues to ensure state compliance; 2) Providing technical direction to staff in Medicaid managed care program operations analyzing statute and regulations that impact health insurance program performance; 3) Coordinating the review of managed care actions to ensure managed care programs and financing meet federal guidelines; and 4) Collaborating with key stakeholders (i.e., senior officials, states, federal partners) to provide technical assistance on issues relating to Medicaid. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Supports employees by providing leadership, direction, and oversight to ensure effective performance and organizational success.
Oversees reviews of legislation, instructions and reports that impact Managed Care Group operations.
Maintains states managed care delivery systems and operations process to lead the various reviews of state contracts and amendments.
Prepares briefing materials for senior CMCS officials to support discussions with key stakeholders while explaining Medicaid finance policies.
Serves as the expert evaluator conducting comprehensive studies to identify procedural and regulatory deficiencies, providing recommendations with implementation timeframes.
