These positions are within Oregon/Washington locations. This position is responsible to ensure the enforcement of Federal laws, regulations relating to public lands and resources managed by the Bureau of Land Management (BLM). The incumbent is a uniformed Law Enforcement (LE) Officer with fully delegated law enforcement authority. Salary Range for North Bend, Prineville, Roseburg, Medford, and Spokane: $73,939 - $96,116 Salary Range for Salem, OR: $79,667 - $103,563
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal Service (obtained either in the private or public sectors) performing the following: (1) carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses; (2) assisting with planning, implementing, or overseeing the law enforcement program; (3) preparing/analyzing investigation reports by collecting evidence, witness statements, and other pertinent correspondence; and (4) collaborating with other law enforcement agencies, management, and specialists to implement resource protection and law enforcement procedures. OR Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Combination: Successful completion of a combination of specialized experience and graduate level education that, when combined, equals 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed above. Then determine the amount of your graduate education in excess of the first two years (36 semester hours) as a percentage of the requirement listed above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts. SELECTIVE FACTOR: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position: Prior experience as a Law Enforcement Officer (LEO): Incumbent must have prior experience as an Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. Maximum Entry Age: This is a Primary-Rigorous law enforcement position covered under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). The duties of this position are so rigorous that employment opportunities are limited to young and physically vigorous individuals who must meet established physical qualification requirements. This position is subject to the maximum entry age restriction of 36 years old. If you are 37 or older, or will shortly reach your 37th birthday, and have previously served in a federal civilian law enforcement position, you may be exempt from this age restriction. You may also be exempt if you are a preference eligible veteran or if you qualify under the Land Management Workforce Flexibility Act. Domestic Violence Conviction: Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.5.C., Section 922(g)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. Incumbent in this position cannot have a misdemeanor domestic violence conviction prohibiting him/her from possessing, receiving, transferring, or accessing firearms or ammunition in violation of the provisions of 18 USC 922. Special Requirements: Incumbent must safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. Operates motor vehicles, or special purpose law enforcement vehicles of various types including four-wheel drives, all terrain vehicles, motorcycles, and small watercraft. Must have and maintain a valid motor vehicle operator's license. Must maintain a delegation of law enforcement authority. Must show proof of graduating from a federal or state Law Enforcement academy. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. The incumbent is assigned a large geographical area of public land and is responsible for identifying and investigating criminal activity occurring on the public lands, apprehending suspects, and violators.
Serves as the primary representative of BLM to the community.
Participates as a member of a multi-disciplinary team in performing work in support of resource management activities.
