The Intimate Partner Violence Assistance Program (IPVAP) Coordinator practices at the advanced level, has specialized knowledge in the field of IPV, expands clinical knowledge in the profession, administers a facility-wide program, provides training, consultation, and guidance to colleagues, and develops innovations in clinical practice interventions

Basic Requirements: a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). b. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. c. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Grade Determinations: Social Worker (Program Coordinator), GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. The incumbent develops effective partnerships with local, state, and federal agencies as well as non-governmental organizations. Responsible for clinical and administrative programming and operations; developing policies and procedures for program operation; preparing reports and statistics for facility, VISN, and national use. The incumbent is responsible for the program's budget and funding sources. The incumbent manages the use of program data for oversight and evaluation. Establishes partnerships with facility departments, programs, committees, and workgroups such as the Workplace Violence Prevention Committee, Employee Assistance Program, and Employee Health regarding services for employees who may experience and/or use violence. Administers information and analytical systems to evaluate and enhance the quality of services provided to Veterans, families, caregivers, and VA employees impacted by intimate partner violence. Develops and implements information systems to track service activities including visits, referrals, demographics, and outcomes. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and appropriate interventions. Collaborates with departments, programs, and clinics throughout the healthcare system which encounter and/or serve Veterans who may experience and/or use intimate partner violence. Develops a library of IPV assistance information material for distribution throughout various inpatient, outpatient, and residential settings. Coordinates events and programs for the annual Domestic Violence Awareness Month every October that includes announcement and advertising of month-long activities, mobilization of participants, educational sessions, and VA IPVAP. Develops IPV screening and assessment tools and protocols in clinical areas which serve Veterans who experience and/or use IPV. Specific areas of screening and intervention include, but are not limited to, Women's Health/Primary Care, Emergency Department, and Mental Health. Conducts clinical reminders during clinic visits and, as needed, by telephone as clinic visit follow-ups. The incumbent may also provide clinical support to non-assigned specialty clinics for behavioral health clinical reminders. Work Schedule: Monday-Friday, 7:30am to 4:00pm or 8:00am to 4:30pm Recruitment Incentive (Sign-on Bonus): Not Authorized Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
