This PRIMARY PREVENTION SPECIALIST (PREV WF) (Accelerated Hire) is located at the ANG Wing with/or without geographically separated units (GSU)/ ARNG Region located in a State that is divided into multiple regions (within the State) not servicing one specific BDE and is part of the CA JFHQ J1 HRO.
PRIMARY PREVENTION SPECIALIST (PREV WF) (Accelerated Hire), GS-0101-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the PRIMARY PREVENTION SPECIALIST (PREV WF) (Accelerated Hire), GS-0101-11, is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts. Responsible for adopting JFHQ's activities and communication campaigns and overseeing the implementation of JFHQ's IPP strategy within communities in proximity to Units. Creates effective communications campaigns, delivers healthy relationship and living messages to target populations, and coordinates with Public Affairs to facilitate effective media coverage. Advises on prevention communications, programming, planning, and processes. Collects, consolidates, and presents relevant prevention program data to leadership advisory committees, boards, and working groups. Advises Wing/Region commanders in communicating prevention plans and programs to subordinate units. Interprets S/T/DC policies and guidance to develop and/or implement Wing/Region/JFHQ-STATE specific policy, plans, objectives and guidance for the operation of local P3. Coordinates the implementation and coordination of all such activities at a local level. Develops coordinated plans for reducing risk factors and promoting protective factors for increased resiliency within the community. Implements state policies and other official guidance at the local level. Overseeing program compliance with local guidance and ensuring program fidelity. Serves as consultant and advisor on prevention communications, programming, planning, and processes. Evaluates the effectiveness of prevention communications campaigns. Oversees program compliance with local guidance and ensuring program fidelity. Coordinates collaborative prevention efforts, and establish resource links and community partnerships. Incorporates comprehensive strategies to enhance community strengths, address broad-based community needs, suggest community problem solving methods, and forge community connections. Attends relevant community committee meetings to provide input and obtain information related to prevention issues. Formulates strategies to generate interest, acceptance, and participation by unit leadership, regional community consumers, resource suppliers, and relevant personnel on prevention activities for the general population. Conducts trainings around prevention activities, processes, and planning. Provides technical oversight to service members within the Wing/Region who are assigned to perform integrated prevention activities at the Unit level. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
