Job Description:

This position is located in the Indian Affairs (IA), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction, Branch of Education Construction. The mission of the DFMC is to ensure the efficient and effective stewardship of resources for new construction, renovation, and maintenance of Bureau-funded facilities, for the Bureau of Indian Education; Bureau of Indian Affairs, Office of Justice Services; and BIA Administrative programs.
GS-13: Experience: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level that includes performing of the following: (1) managing a facilities planning and design program; (2) preparing or reviewing planning and design cost estimates and/or budgets; (3) presenting program information orally and in writing; and (4) assigning work to subordinates in an engineering or architectural field. OR: Education: Completed 3 full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study. OR: Combination: A combination of education and experience that totals 100% of the requirement. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. All applicants must submit copies of a full set of official transcripts.
Supervises branch staff and provides planning and design oversight of all projects implemented by the Division of Facilities Management and Construction (DFMC).
Provides guidance and oversight to the national IA-wide Construction and FI and R programs for PS and J Facilities.
Provides operational oversight of construction, renovations, major improvements and repairs of multiple, complex, large dollar value, high profile capital investment projects in the respective program areas at IA-funded facilities.
Plans work, sets priorities, assigns work, evaluates performance, counsels on technical and administrative matters, interviews, recommends and assigns new employees, hears and resolves complaints, and identifies development and training needs.
Develops Business Cases for projects when required by construction cost threshold.
Ensures Project Data Sheets are completed for all projects.
Oversees project schedules, cost estimates, budgets, technical reviews of designs, shop drawings, specifications, contractor performance to ensure conformance with contract provisions and standards, and determines status of progress.
Leads and facilitates meetings with team leads, program managers, and staff that are responsible and accountable for accomplishment of events, milestones, tasks and action items of action plans.
Evaluates designs for conformance to established programs of requirements, codes and standards compliance, energy efficiency, constructability, and overall functionality.
Consults with stakeholders, makes all required corrections and changes to the design as determined to be necessary.
Coordinates with Branch of Planning and Design to develop and manage relative priorities and implementation plans for replacement projects and new construction projects by establishing acceptable levels of project performance.
Develops and maintains project status reporting and the development of a five-year strategic plan for the Branch. Coordinates with BIE and other stakeholders to determine priorities and planning based on current and anticipated allocations.
Coordinates with all Branch Chiefs and the Branch Chief of Asset Management regarding all aspects of planning, design, and construction. Utilizes this information to make informed decisions on program needs.
Coordinates and provides technical assistance to the Program Manager of the Great American Outdoors Act (GAOA) program.
