The primary purpose of the Supervisory Health System Specialist Ambulatory Care Operations Director-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the Veterans Health Administration Medical Center and related Community Based Outpatient Clinics as it relates to access to care as applicable.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. NOTE: An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the above Individual Occupational Requirement above, you must also qualify based on your experience as described below. GS-13 Specialized Experience: Experience in performing staff support, administering planning processes, performing quantitative and qualitative analysis, evaluating agency-wide programs, reviewing, analyzing, collecting gathered data, maintain databases. Skilled in obtaining, reviewing, consolidating and planning information from subordinate units. Possess expertise in a wide variety of computer and data management packages and VA databases including Clinic Practice Management Dashboard, VISTA, CPRS, Clinic Access Index, Access Glide Path, SAIL, SPARQ, Pyramid, etc. Broad knowledge of Federal government policies, regulations, and trends in the areas of personnel, budgeting and management systems, as well as an understanding of the public and private sector trends in health care. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: At least 1 plus years of experience as Associate Group Practice Manager or as Group Practice Manager; Health Analytics Certificate or equipment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. The employee may require occasional travel. Driving Requirement: In addition to meeting the experience and/or education requirements, you must be a licensed driver. (Copy of Driver's License and/or Commercial Driver's License is Required). The primary purpose of the position is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The position is organizationally referred to as the Ambulatory Care Operations Director Group Practice Manager (ACOD-GPM). The ACOD-GPM is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model. As a Supervisory Health System Specialist Ambulatory Care Operations Director-Group Practice Manager, you will provide duties to include: Responsible for ensuring a high quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, VAMC employees, and expert clinical staff. The ACOD-GPM is a member of and works with the VAMC quadrad to develop strategic plans for the facility as it relates to access to care. Measures and assesses clinical business activities with an emphasis on improving clinical product line performance. Identify and implement improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through an in depth analysis of in-house and non-VA provided care. Utilize a wide range of analytical techniques, statistical methods, and quality measurement tools to collect information, to identify limitations/issues in current systems and processes, and to discover and recommend potential improvements to leadership. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through GPM Community of Practice and the national Steering Committee at the national level. Propose improvements in national training curriculum for onboarding and sustainment activities. Maintain knowledge of clinic practice management training materials and oversee development of action plans to fulfill CPM training requirements. Provides other related duties as assigned.
