Job Description:
Oversee and advise PM for all technical & engineering aspects for the RRF Recap Program. Provide guidance to the PM for reflagging, upgrades, modernization, and delivery of ships to MARAD. Execute interrelated technical, programmatic, and contract oversight challenges. Responsible systems engineering, market research, contractor oversight, maintenance (M&R). Maintain a comprehensive familiarity and awareness of the contract status, material condition, and execution of the Program.
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience working with U.S. Coast Guard and American Bureau of Shipping for inspections, audits, and re-flag/re-class. Experience writing technical specifications, government cost estimates and market research for engineering solutions. Experience with managing requirements and technical engineering execution for a major acquisition program. As a General Engineer, you will: Provide expert level advice relative to marine engineering and marine surveying to convert commercial ships to military useful ships and integrates issues across all disciplines. Serve as the primary RRF Fleet Recapitalization technical and programmatic contact with Program Office, Vessel Acquisition Manager (VAM), and local Marine Surveyors. Provide guidance on maintenance and repair functions, MARAD policy and procedures, and compliance with regulatory requirements. Provide guidance, monitoring and management of application of regulatory requirements for re-flagging commercial ships. SME for all requirements related to compliance to state/federal regulations, U.S. Coast Guard (USCG) requirements, American Bureau of Shipping (ABS) requirements, and Safety of Life at Sea (SOLAS) compliance. Interact with senior officials at USCG/ABS and all other regulatory bodies to ensure ships are in compliance with all requirements. Direct and coordinate all maintenance and repair activities for assigned ships. Develop and take input from survey documentation and other various sources such casualty reports, regulatory body inspections, condition reports, alteration requests, preventative and condition monitoring systems, and integrates into life cycle cost estimates. Ensure short and long-term plans are budgeted, funded, and scheduled to ensure ship readiness. Monitor execution and track funds to ensure program requirements are met. Write and/or review specifications, statements of work (SOW), task orders and monitors their execution. Supervise local surveyors in execution of maintenance and repairs for assigned ships. Develop and implement system level requirements. Conduct assessments to align and analyze functional requirements and capabilities with associated tasks, conditions, and determine capability gaps across functional areas. Document requirements and mythology for program implementation. Ability to write clearly and concisely on complex technical subjects, and to communicate both effectively and persuasively with high-ranking industry and/or government officials. Participate in special projects and initiatives. Perform special assignments, identify the need for special projects, and initiate milestones and goals. Identify and resolve, as applicable, unique issues where no policy exists. The ideal candidate has knowledge and experience in maintenance and repair of Commercial Ships. The candidate will have knowledge and experience pertaining to regulations and processes to reflag a ship from a foreign flag to U.S. flag and enter Alternate Compliance Program. The candidate will have knowledge and experience in major system acquisition programs including but not limited to engineering process, developing statements of work and specifications, estimating, budgeting, and market research. The candidate will have knowledge and experience as a COR and has ideally has a COR level III certification.
