Job Description:

The position is responsible for planning, organizing, and controlling multiple, varying assignments necessary to meet the outcomes and mission of the Aviation Safety (AVS) Organization Designation Authorization (ODA) Office. Special projects and teams are established in the ODA Office to focus on overseeing the ODA Program across AVS and operationalizing of the ODA Office.
MINIMUM ELIGIBILITY REQUIREMENTS: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver`s license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. MEDICAL REQUIREMENTS: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: 1. Have a good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; 2. Have the ability to hear the conversational voice (hearing aid permitted); 3. Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. Specialized experience is experience in the normal line of progression which is in or directly related to this position and that has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is: Broad practical knowledge and experience in the area of quality systems, methods, and techniques in the manufacture and/or maintenance, or operations or airworthiness of aircraft, products and/or articles to include designee/designation management. The work involves interaction with FAA employees and contract support staff and requires interaction with multiple stakeholders internally across AVS as well as externally with industry. Works in a team environment and must effectively collaborate, cooperate, and coordinate to meet program and project goals. Ensures open and effective communication, cooperation, and coordination with internal and external stakeholders. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Performs complex assignments applying advanced technical knowledge of systems oversight as it relates to production and/or maintenance systems. Draws from experience in applying systems thinking to the assigned responsibilities as well as a broad level of experience and expert knowledge to identify, interpret, and apply guidance, policy, and regulations to assigned work or projects. Typical assignments include: preparing accurate and timely status reports; collaborating with AVS policy offices and other stakeholders to develop recommendations for new policies, procedures, and approaches that take into consideration FAA policies, government-wide rules, regulations and external concerns. Plans the use of time and resources to accomplish complex assignments, determines schedules and resource requirements. Collaborates directly with internal and external stakeholders to promote continuous improvement and effective utilization of the AVS ODA Program through recommendations that affect policy, training, communication, data management, system oversight, performance management, and safety; Promotes consistency of FAA audit functions across AVS under the ODA Program through evaluation of ODA holder oversight data and risk based decision making, development of performance measures and analyzing of data to evaluate the effectiveness of the ODA Office and the ODA Program as it relates to safety; Predicts potential issues and proposing preventive actions often requiring the development of new approaches. Identifies and informs management of problems that require their attention. Defines deliverables, resolves complex problems and issues, and establishes realistic schedules and milestones. Formulates, defends, and executes project budgets and schedules. Contacts are internal and external to the organization and the agency. Works with the AVS ODA Office Manager and/or management team members across AVS in the development, implementation, and administration of policies, systems, and key management tools needed to manage and control the ODA Program at the national level. Assists the manager in completing daily duties and responsibilities associated with supporting the operation of the office. Works independently and exercises sound judgment when making decisions affecting the office. May serve as the focal point for programs such as Quality Management Systems and Oversee System Performance. Applies experience and comprehensive knowledge when evaluating stakeholder compliance to ODA Program requirements. Supports or may provide input in the planning, organizing and evaluation of oversight programs for delegated organizations. Applies risk management in planning and decision making at a systems level. Has a clear understanding of FAA and industry roles and responsibilities is needed to enable effective and appropriate level of FAA involvement in consideration of shared safety responsibilities. Follows established laws, regulations, orders, policies, and procedures that cover most assignments, exercising sound judgment in applying standard practices to complex situations. Performs other duties as assigned.
