Job Description:
You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the SIMPLIFIED ACQUISITION PROCUREMENTS DIVISION of NAVAL SURFACE WARFARE CENTER, PORT HUENEME DIVISION (NSWC PHD). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level NT-04 (GS-11/12 equivalent) or pay band in the federal service or equivalent experience in the private or public sector as a professional Contract Specialist providing leadership and direction in conducting contract negotiations, cost analysis, and recommendation of revisions for pre-award and post-award actions to procure and administer contracts in compliance with applicable laws and contractual provisions. You will utilize supervisory skills to effectively monitor and regulate employee performance of assigned or delegated tasks. Ability to plan work, set priorities, accomplish objectives, and meet deadlines.
You will apply management analysis techniques by analyzing data, representing information in appropriate charts, writing effective analyses of trends and findings, and ability to present the data to senior management and employees.
You will address various subjects in public to small or large audiences including contractors and industry partners.
You will prepare, review, and analyze contracting related documents that support the approval process for major contracting requirements.
You will make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies.
You will keep abreast of and interpret federal, DOD, Navy, and NAVSEA acquisition policy, and develop local policy and processes based upon these interpretations.
You will explain and advocate facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally. You will need to understand complex problems and assess them quickly.
You will hold employees accountable for accomplishing performance objectives, Monitor, develop, motivate, reward, and promptly address employee performance or conduct issues.
You will assume independent Contracting Officer responsibilities, ability to interface with all levels of the command in order to provide guidance
