Job Description:

The Architect of the Capitol, Office of the Chief Operating Officer, Superintendent, House Office Buildings (HOB) is seeking a Management and Program Analyst who will provide support to the Superintendent and Deputy Superintendent on the jurisdiction's program operations. This role focuses on workforce and program analysis, records management and providing employee relations advisory services to staff.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level. Specialized experience is defined as having experience in the following areas: Experience and knowledge of a wide range of Human Resource policies, procedures and directives governing HR functions. Skills in conducting reviews, analyzing and assessing various HR program operations, policies and practices to include identifying deficiencies, measuring compliance and effectiveness to enhance improvements. Experience developing and implementing short- and long-term goals. Experience providing briefings and recommendations with corrective actions to management. Provides expert assistance to management officials in developing a Performance Improvement Plans (PIP) to progressively improve employee performance. The individual selected for this position will serve as a strategic partner who assesses HOB strategic priorities and assists in developing a business plan targeting improvements in both effectiveness and efficiency of AOC priorities and objectives as outlined in the AOC Strategic Plan and Core Values. This role demands an analytical thinker with exceptional problem solving and communication skills. Key Responsibilities: Workforce and Position Utilization Analysis Evaluating program operations within the Jurisdiction. Identifying program areas that can benefit from redistribution of functions and tasks. Providing assistance to senior managers in the preparation of functional statements and position descriptions. Providing estimates of costs involved in realignment of program operations. Providing a variety of analytical, administrative and support services as required. Functions vary from participation on special projects for the HOB to providing technical assistance and guidance to other directors and offices to support internal initiatives. Strategic Planning Support Providing advisory services to the Superintendent’s staff on the effectiveness of plans and programs within the House Office Buildings jurisdiction. Analyzing administrative processes and current and proposed operations of the organization and providing guidance to Managers. Preparing narrative and statistical reports, charts and graphs that depict workload factors and status. Providing technical expertise in the development of action plans by conducting analysis designed to identify, capture and accurately evaluate all known and hidden resource requirements. Direct and lead manpower studies to include organizational and operational reviews, site visits, overtime analysis, field analysis, organizational structuring recommendations, etc. Writing recommendations on how to staff organizational elements at optimal/efficient levels. Recruitment & Staffing Administration Serves as House Office Buildings operational lead on all recruitment and staffing needs and position management. Meeting with Assistant Superintendents to assess divisional needs. Maintaining updated classified positions within the jurisdiction and initiating actions for HCMD review, approval and processing. Managing the interviewing process ensuring a fair and impartial selection process. Managing candidate selection and candidate onboarding.
