This vacancy is for a GS-0201-7/9, Human Resources Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-CIVILIAN HR RESOURCE OPS NE-ELIZABETH CITY NC.
To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Apply methods, principles and practices of Human Resources management relating to the functional areas of recruitment, placement, processing, position management, and/or employee relations. Interpret appropriate laws, executive orders, regulations and policies related to the human resources functional areas to conduct research and gather information. Code personnel actions utilizing guide to processing personnel actions i.e. recruitment, promotions, awards etc. Education: 1 academic year of graduate level education in a field directly related to the position OR a combination of education & experience. Specialized experience must include the following: Research, interpret, and apply appropriate Federal laws, regulations, policies and guidelines in the area of recruitment, placement, and classification, employee relations and workforce shaping. Provide management advisory services related to recruitment, placement, and classification; AND Analyze personnel needs of an organization and recommending solutions to staffing problems. EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. related to the position OR a combination of education & experience. You will serve as a Human Resources Specialist with the primary purpose of an advisor, facilitator, and operational civilian personnel specialist to serviced commands on a variety of human resource issues in the areas of staffing, employee management relations, benefits, position management, classification, and other related Human Resource programs and issues. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Review management requests for classification actions, interprets and applies position classification standards to positions and determine the correct pay, category, occupational series, title and grade level for non-controversial positions in a variety of occupational groups. Advise managers and employees on the procedural and regulatory requirements governing the merit promotion process including advice regarding various types of appointments and their appropriate application in both competitive and excepted services. Develop vacancy announcements, explains the recruitment process and identify special qualification requirements. Monitors the progress of recruitment actions, responds to applicant inquiries, apply qualification standards and ranking criteria to candidates. Perform system input, data collection and analysis in any number of personnel related automated systems.
