Job Description:
You will serve as a Program Analyst in the Marketing Department of NVRECRUITNGCMD.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting laws, regulations, and precedent decisions to advise leadership on recruiting and retention policies and issues; 2) Conducting research and recommending courses of action related to enlisted recruiting operations and initiatives; 3) Analyzing data to identify recruitment trends and developing actionable solutions to address shortfalls in military recruiting; 4) Drafting recruitment policies, decision memorandums, and directive guidance to support and manage recruiting activities; 5) Planning, directing, and executing recruitment advertising campaigns across multiple media platforms; and 6) Preparing official correspondence, analytical reports, and executive briefings for managers, senior leaders, and external stakeholders. You will research, plan, and oversee all marketing and advertising productions for all Navy marketing and advertising.
You will provide oversight to all Recruiter Aids Devices (RADs) by analyzing the use of local field activities to ensure RADs are being properly aligned with recruiting mission.
You will ensure all internal and external reports/projects are executed to meet both timelines and the vision of the Division Director, Department Head or Higher Authority.
You will maintain contact with other program experts, to maintain an ongoing knowledge of current recruiting conditions, economics factors, policies and decisions that impact on NRC’s marketing and advertising mission/goals.
You will continuously review appropriate program research, project analysis, advertising goals, and in support of updating and maintaining RADs in order to effectively recommend new advertising RADs actions at any time during advertising year.
You will develop methods to accommodate research efforts for new and changing recruiting programs and requirements.
You will management of one or several of the Navy’s key recruiting programs, focusing on both officer and enlisted recruitment.
You will manage complex projects from inception through completion, ensuring alignment with goals, timelines, and budget constraints.
You will work with digital production platforms and tools relevant to media creation and campaign deployment.
