Job Description:

Located in the Architect of the Capitol, Office of Inspector General (OIG) and part of the Architect of the Capitol (AOC). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy. The primary purpose of this position is to perform evaluations, in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Quality Standards for Inspections and Evaluations (I&E).

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes having experience in all of the following: (1) Planning, organizing and implementing research, inspections, evaluations and program reviews. (2) Developing new processes and procedures to enhance OIG operations. (3) Reviewing government and contractor functions to verify written statement of work and or contract(s) or other governing directives. (4) Analyzing, interpreted, and integrated information/data gathered into a variety of formats such as graphs, tables, databases, and spreadsheets. (5) Preparing Briefings and presents written reports to high level officials on OIG data.
Incumbent may be subject to 24-hour on-call in the event of an emergency and may require irregular working hours. The individual selected for this position will: Inspections and Evaluations: Leads in developing, planning, leading, executing and coordinating inspections, evaluations and program reviews at government and contractor facilities to validate deliverables. Leads the review and development of findings and recommendations to management, which may include rationale for cancellation or significant changes in the scope of projects. Reviews designated materials which may include existing data and information on the program evaluation topic including Government Accountability Office reports; OIG Audits; investigations; other studies conducted within or outside the Agency; and pending or recently enacted regulations or legislation. Plans, coordinates and schedules conferences for briefings and training of all evaluation participants with minimal supervision. Provides and documents comprehensive background briefing including the pertinent legislation, regulations and other information and materials relevant to the evaluation. Coordinates with team members to conduct onsite visits with minimal supervision. Monitors activities, provides assistance and ensures objectives of the evaluation are being satisfactorily fulfilled within the desirable timeframe. Recommends alternate courses of action and changes in schedule when targets cannot be met or objectives need to be modified. Assist supervisor in maintaining the AOC IG quality program which provides proofing, inspecting and evaluating reports, evidence, criteria, government, contractor and in-house programs and activities against policies and procedures. Briefs and presents written reports to high level government officials in a clear, concise, timely and objective manner. Quality Assurance Activities and Quality Reviews: Leads the review of OIG work products and provides the OIG staff technical quality advice for all programs to include quality assurance issues on staff’s assigned projects. Leads in ensuring that quality controls methods, principles and practices are in place for the OIG. Leads quality reviews under the direction of their supervisor, of OIG work products as assigned and provides constructive feedback to facilitate improvement in internal OIG operations. Works closely with the OIG Assistant Inspector General for Audits and Investigations to resolve quality deficiencies and collaborates on internal process improvements. Performs other related duties as assigned.
