Job Description:
You will serve as a SUPERVISORY ENGINEER (DIVISION DIRECTOR) in the Oceans Technical Department of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-14 and GS-15. This position has a control point equivalent to the GS-14, Step-10.
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 through GS-14 or ND-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading technical staff or teams of technical staff including engineering and science disciplines; 2) Using advanced concepts, principles and practices in engineering to serve as an expert in complex multiple engineering areas of consultation, design and construction; 3) Providing technical recommendations/solutions to the acquisition process for unique program problems; 4) Preparing specifications, reports, cost estimates, pay-back studies and other documentary support pertaining to undersea facility projects; and 5) Negotiating annual budgets and controls expenditures. You will oversee research and implementation of new technologies or procedures in the development or integration of mobile and floating waterborne equipment and infrastructure supporting Navy surveillance and security systems.
You will continuously assess progress of division efforts towards meeting customer technical requirements.
You will assess the adequacy of equipment, instrumentation, laboratory and other facilities, contracts and operating procedures utilized by the division and determine appropriate adjustments.
You will assess the technical skills of assigned personnel and determine appropriate training or hiring needed to maintain required skill levels.
You will market EXWC Oceans Technical Department products and services to external customers.
You will partner with subordinates, other EXWC codes, the Oceans Technical Department, Customer Advocate, and department leadership to identify Navy needs and requirements, technology advances and marketing opportunities.
