This vacancy is for a GS-0201-12, HUMAN RESOURCES SPECIALIST (MILITARY) located in the Department of Homeland Security, U.S. Coast Guard, POLICY AND STANDARDS DIVISION.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Assists in the development or revision of organization military Human Resources policies, procedures, and guidelines. Composes, edits and proofreads replies to Congressional correspondence. Identifies and analyzes the military Human Resources program impact and effectiveness for existing or proposed agency standards and regulations. Adapts and maintains a comprehensive electronic file system for current and historical files, manuals, and correspondence. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) and be responsible for providing military HR management advisory and technical service to Coast Guard managers on the approval and processing of personnel policies for all headquarters and field units. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Improve financial management and program operations throughout the military human resources and payroll enterprise. Acts as the office liaison to the Coast Guard Recruiting Command, Coast Guard Personnel Service Center, and other stakeholders regarding personnel policy issues. Provide guidance, interpretation, and/or briefings to field units and headquarter units on current and proposed policies for a military personnel action program. Apply military Human Resources management concepts, laws, policies, practices, analytical, diagnostic methods and techniques in managing and advising Coast Guard managers on personnel policies.
