This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Forces Support Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Naval Station Great Lakes Chicago, IL. Incumbent serves as the Program Manager of the Branch and assists with the oversight of of the following programs at the installation: Fitness.

A qualified candidate must possess: Knowledge that enables the employee to competently and independently carry out fitness, aquatics, and/or sports programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of anatomy, physiology, and kinesiology as related to exercise and physical fitness. (Fitness Program Manager Only) Knowledge of military physical fitness standards and testing procedures. (Fitness Program Manager Only) Knowledge of a wide range of principles, concepts and techniques that govern physical fitness programs which includes knowledge of exercise science, strength conditioning, nutrition, weight loss/control, cardiovascular endurance, exercise requirements and projected results. (Fitness Program Manager Only) Knowledge of bio-mechanics, fitness testing and exercise prescription supplemented with a knowledge of proper procedures in the use of strength training equipment, nutrition, exercise, physical fitness programming and testing equipment. (Fitness Program Manager Only) Skill in planning and executing a comprehensive fitness, aquatics, and/or sports program that includes a variety of fitness and/or aquatics activities and/or individual and team sports which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to perform the full range of supervisory duties. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing.
Assists in planning and implementing a comprehensive, fitness program, for active and retired military, authorized civilians, contractors, and dependents at one or more facilities . Program includes personal training, group exercise, fitness incentives, and Navy physical readiness program. Provides guidance to all Fitness Center staff in the absence of the Fitness Director. Plans, organizes and conducts fitness specific conditioning sessions, fitness assessments, clinics or seminars to train patrons. Ensures Sports Specialists (fitness) are trained and certified to lead Command physical training (PT), group exercise, and/or conduct personal training sessions. Provides guidance and recommendations on Command Physical Readiness Program as requested to the installation Command Fitness Leaders (CFL). Provides initial and refresher training for CFLs. Attends installation meetings related to the fitness program. Ensures exercise, nutrition and behavioral health education programs are incorporated into the installations fitness program. Assist in conducting training clinics. Clinics may include Navy Operational Fitness and Fueling System, proper implementation and maintenance of conditioning for aerobic/anaerobic fitness, muscular strength, muscular endurance, body composition, flexibility training, nutrition education and/or other specific needs. Makes and/or coordinates repairs of fitness facility equipment. Ensures all applicable rules and regulations pertaining to fitness areas are posted and observed. Plans and coordinates the details of recurring and non-recurring activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development. Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports. Assists in projecting income derived from fees and charges. Monitors inventories, cost controls, patron counts and maintains related records and reports. Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. Coordinates program efforts with other Fitness Division team members. Works closely with other MWR departmental personnel in regards to scheduling, supervision, and facility guidelines. Identifies installation and MWR target groups with whom special programs may be co- sponsored. Assists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc.). Arranges for equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements. Ensures programs, operations, and use of equipment are conducted within all prescribed sanitation, and health and safety regulations, standards, and guidelines. Assists in implementing an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel. Conducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor. Prepares training manuals/material, operating manuals, and conducts staff meetings and training. Schedules recreation facilities and supervises condition of facilities. Provides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility. Assists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
