The Supervisory Security Assistant is responsible for the overall operation of the Dispatch Section of Police Operations which provides dispatching services, security monitoring, alarm system monitoring, Closed Circuit Television monitoring, telephone operator service and voice/data communication services for the Medical Center Police Service. As a Working Supervisor, the incumbent will use approved communication techniques and ensure proper radio procedures and protocols are followed.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/09/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. NOTE: You must submit a copy of your most recent personnel action/SF50. Additionally, An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Has the knowledge and possess the skill in using personal computers with office applications to perform operations or to prepare complex documents containing tables or graphs and use resources to obtain information accessible over the internet, as needed. Must be able to independently prepare written communications including narrative reports related to technical aspects of the program, correspondence to employees and applicants to obtain information needed to facilitate initiation actions. Physical Requirements: This position involves sedentary work often involving long periods of sitting while operating systems, monitoring SSTV/CCTV systems, receiving telephone calls and operating police telecommunications systems. Additionally, long periods of typing may be required to complete the specific computer related requirements, there may be some walking, standing, bending or carrying of light items such as papers, books small parts of driving of a government automobile. This position involves many situations that may cause stress; therefore, it is paramount that the incumbent must be able to multitask and function under pressure. Major Duties: Supervisory Duties Supervises staff of employees to accomplish the work of the organizational unit. Exercises supervisory authority and responsibility involving scheduling, work assignment and review, as well as the administrative and personal management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance system. Creates, maintains and develops critical incident response checklists for Security Assistants and trains all staff on using the checklists. Observes worker's performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Completes performance appraisal of employees. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions if necessary. Technical Work Monitors and operates SSTV/CCTV (Security Surveillance Television) / (Closed Circuit Television) system during assigned tour of duty, which is staffed on a 24-hour basis, seven days a week. The SSTV/CCTV system is an intricate system, and the incumbent must be completely familiar with the following functions of the system: time lapse recording, multiplex transmitters / receivers utilized to pan, tilt, and zoom (PTZ) surveillance cameras located in specific areas of the medical center, outlying community-based outpatient sites and off-site administrative buildings. Must be familiar with video monitoring devices, video motion detector alarms and the ability to burn recorded footage onto a CD-R, DVD-R or other storage medium. The SSTV/CCTV system is used for random visual monitoring of activities or continuous surveillance of a large area. Must be knowledgeable of police operations to detect criminal activity via the SSTV/CCTV system for the protection of patients, visitors, employees, and property. Dispatcher Duties Assigned as a Supervisory Security Assistant (Dispatch Supervisor), incumbent' s activities occur in police operations and Dispatch Center/Switchboard. Shall be responsible for any other related duties assigned by a supervisor. As determined by management, incumbent may be assigned to work any of the established tours of duty assigned to dispatch personnel and may be subject to work periodically outside of ordinary tours of duty to fill in a vacancy for a subordinate whose tour is not covered due to annual leave, sick leave, authorized absence, leave without pay, staff vacancies, training or weekend and holiday tours of duty vacancy. While serving in a dispatcher capacity, the Supervisor Security Assistant will receive all routineemergency phone calls for assistance, dispatch police officers and appropriate police supervisory personnel via radio to meet job requirements.Additionally, incumbent will as directed compile statistics related to the FBI Uniform Crime Report, Administrative Executive Board (AEB), Environment of Care (EOC) dropped call statistics and other quantitative statistics for the facility. Receive incoming telephone calls requesting police assistance or services and will document the caller's name, nature of the call, necessary call back information (phone number), time received, and necessary additional information which may be useful to responding uniformed and non-uniformed personnel, depending on the nature of the call for service. Calls may require tactful handling of confused, abusive or threating individuals. Incoming calls will be evaluated, and the nature of the call will be determined and when necessary the incoming calls will be referred to the appropriate personnel with the best expertise to handle the matter (i.e., Chief of Police, Deputy Chief, Operations Major, shift supervisor or investigative section).
