Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this public flyer notice. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. This is a non-competitive opportunity (e.g. Lateral transfer). No promotion potential exists beyond the highest grade you have held permanently within the Federal service. Applicants applying for the GS-9 grade level must have specialized experience equivalent to the GS-7 level. Specialized experience statement for GS-09: Experience evaluating information pertinent to criminal, civil or administrative investigations. Experience in conducting surveillance. Experience in developing informants. Experience interviewing witnesses. Experience in planning, organizing, and conducting routine criminal investigations. Experience writing reports of findings. OR B. Have a Master’s. or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or a LL.B or J.D. from an accredited college or university. Applicants applying for the GS-11 grade level must have specialized experience equivalent to the GS-9 level. Specialized experience statement for GS-11: Experience planning, organizing, and conducting routine criminal investigations with minimal supervision. Experience in assisting with interviewing witnesses. Experience in assisting with the development of informants Experience in assisting in conducting surveillance. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in the fields of finance, accounting, computer science, business administration, journalism, languages, or forensic science or LL.M. from an accredited college or university. As an Criminal Investigator at a minimum you will: Execute investigations, develop investigative plans, make decisions, and lead complex criminal investigations. Direct and participate in large-scale investigations having national or international jurisdictional or media interest. Arranges access to records and work sites, interviews staff and executive personnel. Executes search warrants, conduct surveillance and serves subpoenas. Executes arrest warrants and conducts arrests. Conduct interviews of witnesses, victims, and subjects. Draft supporting documentation such as affidavits, memorandums of interviews, case closing memos, and reports of investigations. Update and maintain case information in a case management system. Evaluates information reported to identify issues involved and types of evidence needed. Communicates to management team on progress of investigations.
