Job Description:

This position is located with the BLM Fire & Aviation Directorate, National Wildfire Coordinating Group (NWCG) located at the National Interagency Fire Center (NIFC), in Boise, Idaho. For GW-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-5 level that is equivalent in difficulty and complexity as indicated by the following examples: Provide wildland firefighting training or instruction to subordinates or co-workers, review and provide feedback on training courses and materials, teach or instruct an adult educational program. -OR- Education: one full year (18 semester hours) of GRADUATE level education which is DIRECTLY related to work of the position. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. For GW-9: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: experience developing, instructing and coordinating training; experience with national interagency guidance and standards sufficient to facilitate discussions pertaining to developing and disseminating a national interagency training curriculum; experience in project management and problem solving sufficient to lead a team, experience in wildland fire in order to assist in accomplishing training program objectives. -OR- Education: Master's (or equivalent graduate degree). - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GW-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: experience with national interagency guidance and standards sufficient to facilitate discussions, and provide recommendations on issues, especially as they pertain to developing and disseminating a geographic area interagency training curriculum; experience in project management, leading teams, and problem solving sufficient to manage a team capable of performing duties in a professional, constructive, and effective manner. -OR- Education: Ph.D. (or equivalent doctoral degree). -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment, coping with frequent interruptions, and participating in large numbers of meetings or other group activities. Standing and hiking in adverse climate may be required for fieldwork. Occasional travel may be required. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Telework: The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval. Firefighter Special Retirement (Secondary Coverage): This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Note: The salaries listed in this announcement reflect the permanent pay increases for federal wildland firefighters, effective March 23, 2025. In addition to the listed special base rate salary, this position is also eligible for Incident Response Premium when incumbent is deployed to a qualifying incident, which may significantly increase overall compensation.
Facilitate the involvement of subject matter experts into the training development process.
Ensure quality control and continuity of training products.
Plan, schedule, coordinate, and provide leadership to interagency workshops, task forces, committees, subject matter experts, and others.
Prepare and deliver formal presentations for various persons/groups on all aspects of the training development efforts.
