This position is located in the Veterans History Project, American Folklife Center, Special Collections Directorate, Researcher and Collections Services. The salary range indicated reflects the basic pay adjustment of the Washington, D.C. metropolitan area. This is a non-supervisory, bargaining unit position. The tour of duty for this position is full-time. The position description number for this position is 463701.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of congressional activities for decision making.** Ability to provide program management, evaluation, and oversight.** Ability to interact collaboratively with others in order to provide consultation and liaison activities.** Ability to resolve problems and provide workable advice and solutions. Ability to present information orally. Ability to communicate in writing. Ability to communicate effectively other than in writing.
Incumbent carries out high-level complex assignments and special projects. Works closely with the Section Head to perform planning and analysis of new and/or substantive initiatives and efforts to facilitate the Veterans History Project. Helps to develop milestones for VHP’s programmatic short-term and long-term goals. This includes planning and coordinating a variety of events, programs, and communications, including with existing collections materials and/or content. Researches, assembles, and prepares reports and presentations for broad audiences related to all aspects of Project collection development. Determines issues pertinent to veterans’ personal history and collects relevant information from a variety of sources. Develops recommendations and proposals to improve building collections at the Veterans History Project (VHP). Devises new analytical techniques to evaluate the strengths and weaknesses of the program and reports advice and guidance to top management. The Liaison Specialist exercises judgement and broad discretion in initiating, monitoring, and expediting services as it relates to various levels of Congressional Activities. Serves as a primary point of contact for specific VHP efforts to the Office of Congressional Relations. Liaises with congressional offices to identify needs and what level of participation they seek with VHP. Supports VHP’s senior reference librarian in coordinating congressional requests for original collection displays at high-level events and takes lead in organizing efforts for congressional briefings. Resolves any problems and consults with Congressional staff at all levels to accomplish tasks and ensure that resources are properly handled, secured, and managed. Coordinates efforts between VHP, MMG, and CRO for the development of communications products (including video) that Members utilize for constituent service and social media purposes. Coordinates with Section Head and other VHP staff to conduct informational workshops and briefings for congressional offices throughout the country. In performing the duties of the position, the Liaison Specialist exercises judgement and in-depth understanding and familiarity with VHP’s operations to ensure that policies and practices are observed, and responsibilities are performed in accordance with any Library and federal regulations. Responsible for developing and maintaining critical relationships with external institutions (both public and private) and individuals that will build VHP's archival collections. Plans and proposes the approach to be taken or the methodology to be used in any sensitive, confidential, or controversial program aspects. Analyzes and resolves complex organizational and program-related problems or issues in developing and maintaining relationships with various government partners, the private sector, non-profits, academic institutions, and individual participants. Assists in developing and implementing strategies, policies and procedures to acquire high-value collections from project participants and other sources. Writes correspondence, reports, or other documents related to work assignments or developmental activities. Manages information in written materials to ensure consistency and accuracy of data. Gathers, interprets, and analyzes information on Veterans History Project initiatives. Exercises judgement in the prioritization and execution of programmatic activities in order to address competing priorities and challenging timelines and/or audiences. Coordinates efforts for contractors to conduct VHP oral history workshops for various external partners and congressional offices throughout the country. Develops and delivers workshops that are tailored to the varied needs of different groups interested in participating in VHP.
