Job Description:
You will serve as a SUPERVISORY INTERDISCIPLINARY COMMUNITY PLANNER/GENERAL ENGINEER/ARCHITECT in the Planning, Design and Construction Directorate of NAVAL FACILITIES ENG COMMAND HAWAII.
Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any State, the District of Columbia, the Commonwealth of Puerto Rico, or Guam. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Demonstrating significant and progressively responsible experience in contract administration, design oversight, and construction management; 2) Conveying complex facilities issues through policy papers, executive summaries, and verbal communication; 3) Managing facilities projects and planning studies; developing and tracking key milestones (design start, Authority to Advertise, Construction Award); 4) Utilizing expertise in advanced engineering or architectural theories, concepts, principles and practices in program and project management to integrate various Engineering, Architecture and other related disciplines to accomplish cost effective, high quality design and construction activities. You will serve as a specialist in data analytics, metrics and NAVFAC E-Systems used to manage PDC workload, labor, and staffing.
You will provide guidance for a broad spectrum of planning, design, and construction projects.
You will develop the annual Planning, Design and Construction Acquisition Plan (PDC AQ Plan) coordinating the plan inputs with PDC Product Line Coordinators, Design Production Director, Contracts, Operations, and Small Business.
You will collect and analyze contract data to revise the PDC AQ plan and determine future requirements for MACCs and IDIQs to avoid lapses in required contract capacity.
You will prepare training material to assist in training programs related to contract procurement and source selections.
