The Eastern Oklahoma VA Health Care System (EOVAHCS) is looking to fill the vacancy at the Ernest Childers VA Clinic for a Pharmacy Assistant Service Chief position. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Demonstrated Knowledge, Skill, and Abilities (KSA). The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3. Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Preferred Experience: 3+ years of experience in a pharmacy setting, with at least 1 year in a supervisory or leadership role. Strong knowledge of pharmacy operations, clinical pharmacy practices, and medication management. Preferred experience with electronic health record (EHR) systems and pharmacy management software. Knowledge of contemporary hospital/clinical practice and service. Has knowledge of and assists the Inpatient and Outpatient Supervisors in organizing, directing, managing, supervising, and controlling all inpatient and outpatient activities, works with the Chief of Pharmacy Services to plan short and long-range objectives, solves problems, and achieves results within budgetary and staffing constraints. Has knowledge of and helps develop annual budget information and maintains effective fund control accountability throughout the fiscal year. Responsible for pharmacy utilization of resources and budget. Works with the Chief of Pharmacy Services to effectively manage quality assurance and performance improvement programs for the entire Pharmacy Service through close coordination with the Quality Assurance Service. Assists in providing administrative oversight to the Pharmacy Service outcomes research program involving appropriate staff from multiple pharmacy sections, including performance improvement, Medication Use Evaluation (MUE), and Pharmacoeconomics. Actively participates in the medical center Pharmacy and Therapeutics Committee and serves as Pharmacy Representative in other medical center, VISN, and National Committees, as assigned by the Chief of Pharmacy. Has knowledge of Pharmacy automation and works with the ADPAC to provide oversight and evaluation of all new automation initiatives within Pharmacy Service and coordinates these projects with other affected services in the medical center. Works with the Chief of Pharmacy Services to establish and manage sharing agreements/contracts with various retail pharmacies in support of the Community Based Outpatient Clinics (CBOC). Has completed or will complete within the first 90 days of appointment the Contracting Officer Representative training for pharmacy services. Assists in managing and maintaining all contract related issues associated with pharmacy services. Serves as Acting Chief of Pharmacy Service in the absence of the Chief of Pharmacy. Interviews employee candidates, recommends appointments, and evaluates employee performance. Initiates action based on employee's performances as necessitated, including documentation and recommendation for awards, counseling, and disciplinary actions. Effectively maintains resource accountability utilizing sound fiscal accounting techniques and Pharmacoeconomics principles. Assists in the direction of front-line supervisors over the inpatient, ambulatory care, supply, and administrative sections of Pharmacy Service. Has knowledge of VHA Directives and Handbooks regarding procedures, methods, and working schedules for the efficient accomplishment of pharmacy operations. Knows of and complies with the labor-management agreement for Bargaining Unit Employees. Approves or disapproves vacation requests, comp. time requests or other requests complying with union contracts. Assists the Chief of Pharmacy Services to develop and maintain a system of internal reviews that ensure service programs operate at a satisfactory level of performance and are in compliance with regulatory and accrediting bodies such as OIG and the Joint Commission. Utilizes DUE outcomes to positively influence patient care, education, and Pharmacoeconomics outcomes. Identifies problems that affect patient care programs and effectively utilizes problem-solving techniques to resolve these problems. Instructs or participates in the instruction of supervisors, residents, pharmacists, interns, students, and technicians. Serves as a Preceptor for students enrolled in the Pharmacy Administration rotation site for students. Helps identify potential candidates for positions of higher responsibility and plans/assists in the High-Performance Development Model {HPDM) related developmental experiences. Assists in directing actions that assure investigational drugs are maintained and used in compliance with VA and FDA regulations. Ensures that all research endeavors follow sound research principles, are supportive of medical center goals, and have a Pharmacoeconomics component. Works and communicates effectively with others while remaining courteous, tactful, and understanding when interacting with others, even in potentially difficult or volatile situations.
