BASIC REQUIREMENTS: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (copies of transcripts must be uploaded) Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. AND EXPERIENCE: All successful applicants must have five (5) years of graduate training in the specialty of the position to be filled (Occupational Health) that has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position and is typically in or related to the position being filled. For instance, applicants will demonstrate experience in occupational medicine. SPECIALIZED EXPERIENCE: includes emergency care (and certification) in basic and advanced cardiac life support, and advanced trauma life support; and occupational medicine and preventative medicine or primary care. AND QUALITY RANKING FACTOR (QRF): Well-qualified applicants will possess certification in other preventative medicine or primary care (i.e. Emergency Medicine, General Internal Medicine, or Family Practice), providing details of experience and copies of certifications within their application. The Supervisory Medical Officer (Occupational Health) is the Division Manager for the AAM-700 Occupational Health Division. Duties include: 1) Provides ambulatory medicine care; 2) OSHA related medical services; 3) Compliance with Privacy Act, Americans with Disabilities Act, Occupational Health and Safety Act including Voluntary Protection; 4) Program and Environmental Protection Agency’s Operational controls; 5) Support hearing conservation, respiratory protection, blood-borne pathogens, travel medicine and hazardous material programs. Manages and provides ambulatory medicine care for 25 to 100 patients per day for the Occupational Health Division (AAM-700) of the Civil Aerospace Medical Institute (CAMI), Office of Aerospace Medicine (AAM), and Federal Aviation Administration (FAA). Supervises one or more physician assistants, registered nurses, and support medical staff. Managerial duties include planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing; approving leave; and taking, recommending, or approving corrective/disciplinary actions as appropriate. Provides a wide range of medical services including interim primary medical care for 2,500 FAA Academy students, OSHA-related medical services for 500 workers, aviation medicine services for 200 air crew-members as well as hypobaric (altitude) chamber support, and health promotion - disease prevention and medical consultation for 3,000 employees. Supports the development and implementation of Continuity of Operations Plans (COOP) and Disaster Plans for CAMI, MMAC, and AAM in response to a potential Pandemic Flu or other significant incidents including chemical, biological, or nuclear hazards. Monitors compliance with the proper application of the Privacy Act, American with Disabilities Act, Occupational Health and Safety Act including the Voluntary Protection Program (VPP), and the Environmental Protection Agency's Operational Controls. Provides technical assistance for six collateral-duty safety and health (EOSH) practices. Provides consultations and expert testimony on request of the Federal Air Surgeon or nine AAM Regional Flight Surgeons regarding EOSH issues. Maintains ISO 9001 and 14001 based quality management and electronic health records systems. Possesses the necessary knowledge and skills to utilize computer-based systems in support of time and attendance, labor distribution reporting, budget and procurement, self-administered education/training and travel scheduling and reimbursement. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. May have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
