Job Description:
You will serve as a MANAGEMENT ANALYST in the EXECUTIVE DIRECTORATE (N02) of COMNAVSURFPAC. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing manpower requirements to resolve workforce planning and recommend improvements for a civilian personnel program. You will serve as a Hiring Manager; submits recruitments and tracks status through onboarding.
You will serve as a Force Drug Free Work Place (DFWP) Command liaison.
You will oversee and administer the General Schedule (GS) Awards program. Serves as the command civilian advisor on civilian performance and incentive awards in accordance with applicable COMNAVSURFPAC directives.
You will develop annual awards budget and executes the budget, ensuring funds are awarded as recommended by Senior leaders
You will administer staff civilian personnel matters including the management of orientation of newly employed personnel, performance evaluation under the current General Schedule (GS) system, and performance objectives.
You will review position descriptions and work with managers to validate position coding is accurate for telework, mission essential determinations, furlough eligibility, drug testing requirements, and financial disclosure requirements.
You will analyze and revise manpower allocations and make updates to civilian manpower requirements.
You will develop recommendations to changes in organizational structures and manpower requirements.
