The primary purpose of this position is to is responsible for the policy, guidance, oversight and operational advocacy to ensure U.S. Air Force forces are trained and ready to conduct successful operations around the globe.
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
This position is delegated authority to manage and direct all aspects of the A3T staff functions in consonance with instructions from the Director and from the Deputy Chief of Staff for Operations. The Deputy Director assists the Director in leading the directorate, overseeing 200+ personnel, 6 divisions, and one Field Operating Agency; the Air Force Agency for Modeling and Simulation. The incumbent plans, directs, and supervises policy, guidance, and oversight of Air Force training, readiness, and operations support. Specific functional areas and programs of responsibility include Aircrew Rated Management, Flying Hour Program management, Operational Training Infrastructure Command and Control, Missile Defense as well as Base Defense. The incumbent monitors readiness indicators of all AF forces, develops recommendations to improve readiness shortfalls, and provides summary reports to Air Force leadership, the Joint Staff, and OSD. The incumbent orchestrates development and presentation of a single Air Force operational voice and position to support AF/A3, the Air Staff, the Joint Staff, OSD, other military departments, and other government, and international agencies. Within the OSD-mandated cyber-security Risk Management Framework, and assisted by appropriate technical staff, the incumbent is designated by the USAF Chief Information Officer (CIO) as the Authorizing Official for decisions with respect to the Authority to Operate and Authority to Connect regarding AF OTI initiatives. The incumbent influences the plans, approaches, and efforts of AF, DoD, and other government planning boards and special study groups toward the solution of program issues and problems including the transition of advanced technologies to satisfy national objectives. In absence of the Director, the Deputy Director chairs executive steering groups/meetings to include 20+ Flag Officer forums. As a member of the Air Force Board, the position provides operational advocacy for $120B+ of programs to ensure operational requirements and readiness issues are addressed. The Deputy Director facilitates national security and national interests by ensuring AF forces have the necessary operational policy, guidance, oversight and advocacy. The Deputy exercises leadership across a broad range of personnel with various functional backgrounds and experience levels. The deputy makes personnel recommendations for assigned military and government civilians (awards, new hires, advancement recommendations, administrative procedures). The incumbent is a member of the senior management team for the USAF Operations Civilian career workforce and chairs development teams that assess the career force and makes recommendations for educational and functional development of personnel. The incumbent works with peers at the general officer and SES level across the HAF staff, the Joint Staff, OSD, and the interagency community; and represents the directorate at the A3 weekly staff meetings.
