About the Position: Serves as the command Public Affair Specialist executing the Defense Health Agency (DHA), Defense Health Network (DHN), Military Treatment Facility (MTF), and the installation and community organizations public affairs program. The Public Affairs Specialist is responsible for public information and education; media relations; command/internal information; and community relations on behalf of the MTF.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes establishing and maintaining public websites and social media, creating videos or moving images using electronic media; managing the use of emerging communications technologies to remain current on the most efficient avenues for information delivery; writing/editing speeches, memos and publications; processing inquiries from reporters, writers and other editors of national and international news media; interviews subjects to obtain information for use in news releases, briefings, and feature articles; distribute approved information to public. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Communications. (You must attach a copy of your transcripts with your application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications and Media Interpersonal Skills Public Affairs Policies and Procedures Written Communication
Assists and supports the command Public Affairs Officer and Deputy Public Affairs Officer with their duties of initiating, planning, and directing a positive total information program for the Medical Treatment Facility.
Plan, develop and execute Public Affairs support for visits of foreign military/dignitaries and VIPs and Distinguished Visitors, including the President, Vice President, members of Congress, senior DOD officials and foreign dignitaries.
Serves as social media managing editor, performs videography and photography duties during command events and special visits.
Manage the use of emerging communications technologies to remain current on the most efficient avenues for information delivery.
Receives and processes inquiries received from reporters, writers, producers and editors of national and international news media. Researches and obtains information upon which to base responses.
Write informational material such as briefings, speeches, and news releases to reach select audiences through specific media or channels of communication.
Ensures that news articles are consistent with command policy and in conformance with all established policy guidance, FOI/PA requirements, etc.
Establish and/or maintain social media sites, such as Facebook, Twitter, or Instagram, for expedient dissemination of information. Ensure websites and videos are developed in accordance with the latest industry standards and/or legislations.
Maintains effective relationships with both internal and external groups including national and international news media, patient groups, and medical center staff members.
Serve as Executive Producer of special print and video communications products for the Command; facilitates all areas of content development and production.
