GS-12: To be eligible at the GS-12 level, you must meet one full year of specialized experience as defined below. Specialized Experience: One full year of specialized experience equivalent to the GS-11 level. Specialized Experience is defined as providing comprehensive management advisory and technical services; applying analytical and problem-solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment and two or more of the following areas: position classification, employee relations and performance management, employee benefits, and human resources development. If selected for this position, you will join a well-respected team that is responsible for a full range of Human Resources duties. Typical work assignments will include: Provides a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, and human resources development. Provides management with a wide range of flexible and innovative strategies in administering staffing and placement activities for the district. Provides a full range of classification and position management services for the district. Prepares and reviews position and/or job descriptions, conducts desk audits, writes reports of findings, and prepares evaluations as required for internal activity use or in response to external requirements. Provides advice and assistance on the processes and procedures of performance management systems, the incentive awards and beneficial suggestion programs, and/or other productivity measurement and improvement programs. Provides assistance to employees, managers and beneficiaries in the administration of Federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs. Counsels on program coverage, options, and advantages and disadvantages of benefits. Plans, develops, and administers programs to train and develop district employees. Provides advice on basic pay, premium pay and leave administration laws and regulations. Researches, interprets and applies such laws and regulations to individual situations and questions raised by employees and supervisors. Plans, develops, and administers a personnel records management program to ensure accurate processing and recording of all personnel actions. Serves as "specialist" or "troubleshooter" and consultant to management on personnel management matters with independent responsibility for resolving controversial, complex and very difficult types of problem cases. As a senior specialist is called upon to participate in work groups focusing on special human resources topics and issues of concern to many or all USAOs and EOUSA. Responsibilities will increase and assignments will become more complex as your training and experience progress.
