Job Description:
You will serve as the Manager in the Comptroller Department of NAVSURFWARCENDLD. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-05 pay band (GS-13/14 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing financial management operations to ensure compliance with Navy or DoD financial policies, guidelines, and regulations. Examples of Qualifying Experience may include demonstrated knowledge of financial management practices and procedures to administer budget, monitor expenditures and assess financial conditions; advanced knowledge of Navy Working Capital Fund processes and associated automated financial and accounting systems; or researching complex financial issues to provide guidance/advice. You will serve as the Comptroller Department Head and be responsible for all financial management functions in the division, including fiscal policy and regulations, budget, accounting, and financial services.
You will serve as the chief financial advisor to the Commanding Officer and the Technical Director, ensuring overall integrity and auditability of the commands financial data.
You will direct a staff of approximately 70 employees, implementing and administrating the laws, policies, regulations, directives, and instructions pertaining to Division financial operations.
You will exercise authority to ensure financial management is conducted legally and in compliance with established regulations.
You will implement financial systems and processes in support of all Navy Working Capital Funds (NWCF) budgeting, payroll, and accounting.
You will oversee and execute the Command’s Financial Improvement and Audit Remediation (FIAR) Program.
